Accenture, GMV and Telefónica will digitize the anti-money laundering service

The Executive Service of the Commission for the Prevention of Money Laundering and Monetary Offenses (Sepblac), under the Ministry of Economic Affairs and Digital Transformation, began its digitization and Accenture, Telefónica and GMV are some of the companies that have been selected to help in this process, according to the award announcement published on the Public Sector Contracting Platform.

The Bank of Spain, which functions as a platform to publicize Sepblac contracts, has reported the selection of companies in three of the six lots that make up the framework agreement that is expected to digitize the money laundering service. For the other three the selection is not yet known.

Specifically, Accenture, GMV and Telefónica have been selected for the data analysis support service, a contract that will have a maximum import of 6.2 million euros, while GMV, Ibermática and T- Systems for bidding for support services in the implementation of an electronic headquarters for up to 7.0 million euros. Lastly, it has selected Accenture, Sothis and T-Systems for the support contract for the installation of a security operations center, with a maximum import of 1.0 million euros.

In the specifications, it is recalled that the formalization of the framework agreement does not imply a commitment to carry out during any contracting, as these are subordinated to the needs that arise during the validity of the agreement, but rather preconditions are established for the signing of the fundamental contracts. attached to the framework agreement (known as based contracts).

It was also noted that the award method for each lot will be through a new tender for all the lots, except for those in which a company has been awarded the award in the framework agreement, so the contracts based on ​for that lot it would be awarded directly, without a new tender.

In addition, since it is a framework agreement, there is no authorized expense, so the bidding base budget will be established for each based contract. However, the total amount offered and awarded for each based contract will be limited by the maximum prices stipulated for each company.

Last year, the framework agreement to digitize Sepblac was put out to tender for 19.1 million euros (VAT included) with the aim of finding IT service providers to help implement the organization’s Digital Transformation Plan.

The agreement, which is valid for four years, was structured into six lots that include the project or support services for the establishment of a digital transformation office and follow-up within Sepblac projects (with a value of 691,152 euros); for the analysis of basic and advanced data (6.2 million euros); for the implementation of an electronic headquarters (7.0 million euros); to improve supervision ‘on site’ and ‘off site’, both nationally and internationally (1.8 million euros); for management and evolution in the cloud (2.2 million euros); and for a security operations center (1.0 million euros).
