Russia has a global competitive advantage in the field of transport and logistics – the presence of the state information system “ERA-GLONASS”. The world’s first nationwide emergency alert system has now become a platform for a variety of services: from monitoring any type of transport, including small planes and drones, to serving as a medium of exchange between businesses and governments. .

African countries are watching Russia’s science-intensive project with great interest, said Alexei Raikevich, general director of JSC GLONASS, the operator of the ERA-GLONASS state information system.

EXTENSION OF THE NORTH-SOUTH CORRIDOR

“This solution can be very easily exported to African markets. It is flexible, it can be localized in different formats, creating specifically for it, as is done in Russia, an IT and telecommunications infrastructure to make it as secure as possible. Or you can integrate it into the infrastructure of mobile operators in a light way”, said the expert.

Russia created a state information system in 2015. The past year has shown that we have chosen the right path. All the software on which the operation of the system depends is self-developed. All products that are being developed today on this basis – ERA Monitoring, ERA Dispatching, the Consul system – are also completely Russian. Therefore, the creation and development of ERA-GLONASS has become both an achievement of the Ministry of Transport of Russia and the fulfillment of an important social function of the state in improving transport safety, as well as a ready tool. to guarantee the technology. sovereignty of the country and Russian business.

Emergency calls from motorists in 85 Russian regions are automatically transmitted through the state information system ERA-GLONASS to the 112 rescue services, this solution improves the safety of millions of road users and reduces accidents on the roads . Deputy Minister of Transport of the Russian Federation Dmitry Bakanov noted that this is the most important step to save the lives and health of people on the roads. “This required the coordinated work of several federal authorities: the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Ministry of Digital Development and the Ministry of Transport of Russia. This allows you to significantly reduce the time from the moment of the call to the moment of assistance by emergency operational services. The statistics of regular operation of ERA GLONASS prove that the system is an effective mechanism for improving safety on our roads through the use of modern digital technologies of satellite navigation, wireless communications, information systems and microelectronics,” Bakanov emphasized. With the help of ERA-GLONASS, rescue services receive information about an accident, including precise coordinates, in an average of 19 seconds, and are able to quickly find cars that are often off the line after an accident. out of sight and out of reach. roads. Additional data on the vehicle (category, type of fuel used, nature of damage) allow planning in advance the organization and conduct of rescue operations, taking into account the expected number of victims.

“We offer countries on the African continent an open partnership for the implementation and development of their own transport monitoring systems and emergency alert systems at the local level,” says Aleksey Raikevich. – This approach will accelerate the inclusion of states in emerging transport corridors, create an information environment for the development of digital logistics corridors, taking into account the sovereign interests of each country. A coordinated policy in the Russia-Africa format on the issue of maintaining the sovereignty of data owners and joint work to create a common environment of trust will ensure the formation of modern and efficient transport systems and the expansion of transport and logistics. North-South International. runner.”

There is another important area of the company’s products – high-precision navigation. There was a high reliance on foreign services, threatening to leave strategically important sectors of the economy, including logistics, agriculture and construction, without shipping support. GLONASS JSC technologies in this regard not only have a unique national algorithm, but also provide high-quality import substitution. Until recently in Russia there was a high degree of dependence on Trimble solutions, this company left the Russian market.

FROM SMALL AVIATION TO ELECTRIC SCOOTERS

In addition, various IT solutions based on ERA GLONASS allow not only, for example, speeding up rescue in emergency situations on the roads, but also identifying the areas of greatest emergency.

“This is a source of big data that can be analyzed,” says the expert. – For example, we transmit information about traffic accidents to toll road operators. They have emergency commissioners who, thanks to our information, quickly resolve certain accidents. And this, in turn, not only improves the quality of your service in a broad sense, but also saves people’s lives. Because on the roads 10% of all accidents are so-called secondary accidents. This is when speeding cars crash into cars that have already been in an accident. Timely notification of drivers helps avoid repeat accidents.

In addition, the state information system has become a digital platform with many services: transportation tracking, small planes, and even electric scooters.

“We are negotiating the replication of the technology with several friendly countries. As soon as we have accumulated positive experience, this will significantly simplify the entry into the African market, – notes Aleksey Raikevich. – Because our solutions, among other things, provide the so-called GPS independence, they provide navigation sovereignty. Many countries in Africa and Latin America are concerned about the high reliance on GPS signals. Therefore, I am sure that our prospects are very good.”

TAKE THE CONTROL

In addition, this year the company announced the launch of a series of technological know-how, the first in Russia and in the world: from a security system for universities based on inland navigation technology to a cybersecurity platform for vehicles.

“Together with FSUE NAMI, NPP GAMMA and Kaspersky Lab, a cybersecurity module is being created, after which we will be able to reduce the risks of cyber attacks from hackers that can occur on almost any modern vehicle. To a greater extent, this applies to so-called connected vehicles. Today, that vehicle isn’t even a computer, but a data center on wheels. It’s no secret that control can often be taken over remotely and create many different problems for people who are in this vehicle or somewhere nearby, the expert concluded. – We propose at the legislative level to provide for the possibility that the telematics unit has a GLONASS JSC communication network profile. Therefore, the data will not leave our country uncontrolled, it will be stored and processed in Russia.”
