In August 2019, in the southern regions of the Amur region, there were rains, in some places with hail, which even affected the convict’s camps. The head of the peasant farm knew that part of his land was generally untouched by the elements or only partially affected. But he decided to make money and committed fraud on an especially large scale by providing documents with incorrect data.
The special commission inspected not all territories. The farmer took advantage of this to send deliberately false information to the Belogorsky district administration about the number of lots and fields affected by the emergency, their sown areas and crops, as well as photographs with explanations on the back, which also turned out to be unreliable. The farm then submitted documents to the regional Ministry of Agriculture for inclusion in the registry of agricultural producers affected by the emergency.
At the end of 2019, the department transferred 66.3 million rubles to the businessman’s account, of which 30.2 million was an unjustified subsidy.
The crime was revealed by employees of the regional FSB department, and was investigated by the region’s Ministry of Internal Affairs. The court sentenced the man to five years in prison, suspended for four years. Even before the verdict was passed, the agrarian voluntarily repaid the budget of 10 million rubles. According to the court decision, he must return the remaining 20.2 million rubles to the Ministry of Agriculture. Until this happens, seven pieces of land owned by him and one building will remain under embargo.
