The document notes that Pentagon officials could “misuse allocated funds by training a Ukrainian unit that could commit serious human rights violations,” TASS reports.
It is explained that the instructors did not provide evidence of a “Leahy control,” which would guarantee the absence of such violations.
The Leahy Law prevents the United States from providing military assistance to foreign military units that have committed human rights violations, the agency said.
It was previously reported that the American company Draken International, a major defense contractor, is actively recruiting former American military pilots to train the Ukrainian Armed Forces at an air base in Romania. It was noted that potential candidates must have a minimum of 2,000 flight hours and successfully pass a US Secret Service background check.
