By mid-August 8, Vladimir Putin had signed 20 new laws. Often the documents are published almost until the evening, so it is impossible to say: this is all or there will be more. But here is the most important thing that has been published so far:

BAN ON TRASH TRANSMISSION

Trash streaming is a modern pop culture phenomenon, when a person or animal is bullied, tormented or tortured live. This is done to collect as many views as possible. In the future, trash streamers will monetize the number of views or subscribers through advertising or bonuses for the popularity of the content.

Previously, trash streamers could be punished for the consequences of their streams: for cruelty to animals or beatings… But now there is a fine for just creating a cruel video.

“For demonstrating illegal and violent actions” the following may be sanctioned:

From 50 thousand to 100 thousand rubles – a fine for citizens.

From 100 thousand to 200 thousand rubles – a fine for officials.

From 800 thousand to 1 million rubles – fine for legal entities.

In all cases, I will also confiscate all of the offender’s equipment that was used to film the trash flow.

There will be no fines for cruelty to scientific works, literature, art of historical, artistic or cultural value, registered media materials.

GENETIC RESOURCES OF GRAPES

A new institution with a complex name has appeared in Russia: the National Center for Genetic Resources of Native Grape Varieties. It will operate at the Kurchatov Institute. This is a facility where samples of grape varieties grown in Russia will be stored. There, breeders will be able to develop new grape varieties needed for winemaking.

In other words, the centre will not only be able to ensure the preservation of the varieties we already have. Conditional parasites or abnormal frosts will not be able to destroy the entire variety. The centre will also provide new experimental grapes, with which good wines can be produced.

LEGALIZATION OF MINING

The president legalized cryptocurrency mining. We are talking about the process in which so-called cryptocurrencies are obtained using hundreds or even thousands of processors through complex calculations. It is a virtual currency that exists only in the form of code numbers, but has value for those willing to sell or buy it.

What is special about mining is that it consumes a lot of electricity and thousands of processors need constant cooling to avoid overheating. Therefore, Siberia, with its cold winters and cheap electricity from giant hydroelectric power plants, is considered a successful region for mining.

In the past, Vladimir Vladimirovich noted at a meeting on economic issues that mining is a promising area of the modern economy and that it is “important for Russia not to miss the moment” in order to quickly establish the legal framework and regulation, develop infrastructure and create conditions for the circulation of digital assets.

DRUGS IN ART

Books and films in which characters use drugs will be considered as promoting illegal drugs. An exception is made for works where the use of substances “constitutes an integral part of the artistic concept justified by the genre.” But in any case, even books with drug-addicted characters approved for sale will have to be labeled.

The law does not apply to works published before August 1, 1990. That is, many classics in which the heroes suffer from addictions will not be banned.

FINE FOR PARTICIPATION IN UNDESIRABLE ORGANIZATIONS

The Code of Administrative Offences has been amended: now any participation in any foreign organisation recognised as undesirable in Russia will result in a fine. For ordinary people – up to 15 thousand rubles, for officials – up to 50 thousand rubles, for legal entities – up to 100 thousand rubles.

The innovation is that previously there was no penalty for participation in undesirable organizations if foreign governments were among their founders. Now the official state status of an organization will not protect against fines.
