The President of the Parliament, Laura Borras, misrepresented in an email the control that the Comptroller Generalitat exercised over small contracts in her time at the head of the Institució de les Lletres Catalanes (ILC). The conclusions of the interventionist were based on the fact that Isaias H. and the cooperative Xarxa Integral received a total of 63,000 euros in 2013 in the form of five selected contracts. This represents 34% of the amount of small ILC contracts in the same year and 21% of files. This scale “exceeds the maximum number of small contracts,” the interventionist warned in June 2014.
Borras took the interventionist’s recommendations with displeasure. Just an hour after receiving the preliminary report of the invasion, the leader of the juntas emailed officials. “I receive this report with surprise to see that the contracts that we came to explain to you and that we needed to complete for the digital implementation of this new stage of ILC are subject to control,” Borras said immediately after the announcement. that he will submit allegations to the report.

Eight years after the interventionist’s report, a judicial investigation and Mossos d’Esquadra allege that the Xarxa Integral cooperative was only a front, so that the money also ended up in the accounts of Isaias X. Borras. a friend presented ILC budgets attributed to other people. or cooperatives associated with him, so that in all cases he was awarded the project in accordance with the mechanics of fraud described by the judge. A total of 18 suspicious contracts amount to 330,442.65 euros.
Moreover, reports from 2014 and 2015 confirm that Borras ignored the recommendations of the Intervention. In the 2014 contracts document, the auditor confirmed that the service contracted for EUR 31,825 was performed on the basis of small contracts and not on a competitive basis. He also noted that Isaias H. had experienced “continuous litigation in the previous year”, which was contrary to the nature of the small contract. Borras presented no arguments.
In 2016, the report did acknowledge that contracting rules were “generally” followed, although it suggested “manual reductions in spending”, which in 2015 amounted to 100% of ILC’s total remuneration. He also asked to “avoid dividing the object of the contract and improve the planning of contract requirements” and recommended tenders instead of finger contracts. That is the same thing that another interventionist had already exposed two years earlier and reproached Borras, who would leave the ILC in 2017 to make the jump to the Catalan Parliament, to be an MP hand in hand with Junts.
