Rossiyskaya Gazeta: Adel Fidanovna, please tell us how and why the Association of Developers of the Republic of Bashkortostan was established.
Adel Saifullina: The association was established in 2021. At that time, the housing construction market in Bashkortostan needed major changes. The main problems for residents of the region were the problem of defrauded shareholders and the lack of social services. The government of the republic understood that in order to resolve these issues, it was necessary to establish a dialogue with developers. This is how the idea of creating an association arose that would allow for a constructive and consolidated dialogue with leading companies.
Rossiyskaya Gazeta: How did you manage to bring the promoters together “under one roof”?
Adel Saifullina: In the association we are not competitors, but partners. By interacting, we combine efforts, which allows us to solve common problems more effectively. Developers exchange experience, discuss current industry issues and develop joint proposals for improving legislation and operating conditions. Real estate market participants now have a communication platform. Our residents have access to analytical materials from leading experts. In addition, the association represents the interests of developers in government structures, both regional and federal.

Rossiyskaya Gazeta: What problems are currently worrying the region’s developers?
Adel Saifullina: The five main challenges facing developers are: lack of qualified personnel, macroeconomic instability, rising prices of construction materials, frequent changes in the “rules of the game” of the market and falling demand for new buildings.
Rossiyskaya Gazeta: Can the association help to solve these problems?
Adel Saifullina: We actively interact with the government and local governments, in particular with ministries and departments that oversee the construction industry. We participate in the development and discussion of regulations aimed at improving the construction industry. Just the other day, the State Duma of the Russian Federation adopted a draft law excluding the “double liability” of the developer under equity participation agreements (DPA). It also included our proposals, which we worked on together with members of the association and the regional housing and construction supervision authority.
Rossiyskaya Gazeta: What successes has the association achieved during its existence?
Adel Saifullina: Today, the Association of Developers of Bashkortostan is one of the largest non-profit associations of developers, which includes 36 companies. All of them are responsible and reliable, with a high degree of professional competence. The members of the association account for 85 percent of all housing built and sold in the region. The Association has become an effective working platform for dialogue between the professional community and government authorities. We hold industry meetings, conferences and seminars, and the activities of the working groups are highly appreciated by the expert community and real estate market participants. Rossiyskaya Gazeta: What are the prospects for the partnership?
Adel Saifullina: A lot has been achieved, but the work is not insignificant. We will continue to solve a variety of issues related to the improvement of the industry and participate in the development of projects for the comprehensive development of the territories. Now we pay special attention to the construction of individual housing. But, of course, our main goal remains to maintain the set pace in order to achieve stable indicators by 2030 – the delivery of four million square meters of housing per year. The priority task is to create comfortable living conditions for citizens.
