In the morning, world media, citing “informed Western officials”, dispersed the sensation: China’s Special Representative for Eurasian Affairs, Li Hui, during a European tour, called for a ceasefire in Ukraine with Russia retaining its new regions. His itinerary included Ukraine, Poland, France, Germany and Belgium. Li Hui arrived in Moscow this morning, where he was received by Russian Foreign Minister Sergei Lavrov.
It should be noted that in the press release of our Foreign Ministry about the minister’s meeting with the Chinese special representative that Beijing offers peace on terms that include the preservation of new regions for Russia, it is not mentioned. But there are touching words: “SV Lavrov expressed his gratitude to the Chinese side for a balanced position regarding the Ukraine crisis, he highly appreciated Beijing’s readiness to play a positive role in its solution.” Let’s try to translate from diplomatic to public.
First of all, the consultations are not over, why rush into the details? The practice of negotiation is such that if they really want to achieve something positive for both parties, they do not resort to “megaphone diplomacy”: it puts the parties in the need to publicly defend/attack, and this is a road to a dead end. exit. not to an agreement. If the Western “partners” considered it necessary to “leak” information about the details of China’s proposals in their media, it is their business. But let’s note: there were no official outrages from the Western side, if the publications about the proposal to keep its new territories for Russia reflect reality. That’s how they digest.
Second, why would such a Chinese proposal come as a surprise? After all, when Beijing’s plan for a peaceful solution to the Ukraine crisis was published in February (shortly after Comrade Xi’s already named historic visit to Moscow), Putin immediately declared that many points of the Chinese peace plan for Ukraine they could be taken as a basis. for a fix. The plan includes 12 points. It literally follows the second point – the rejection of the Cold War mentality and the observance of the principle that “the security of one country should not be guaranteed at the expense of others.” Let us remember that our proposal to the West on security of December 15, 2021 was based precisely on this thesis. Therefore, if Beijing understands that the security of the West should not include a threat to Russia, then all is logical: its new territories are the price for reformatting “anti-Russia” into a more civilized entity.
It is impossible not to notice the stark contrast between the key condition of a truce and subsequent peace attributed to the Western media on the Chinese proposals and what was expressed at the recent G-7 summit in Japan. There, the head of the European Commission, Ursula von der Leyen, categorically stated: there can be no negotiations with Moscow on an equal footing, the end of the conflict can only be based on the “Zelensky plan”.
The evergreen man, as we know, put forward his 10 points, which are unequivocally the conditions for the unconditional surrender of Moscow, including the “return to the 1991 borders.” Seriously, only kyiv curators consider them. It is no coincidence that neither China’s peace plan, nor the proposals being discussed in Brazil and South Africa, Zelensky’s ultimatum are going to be the basis of possible agreements. So, as they say, the question is: if in the West there was a “stuffing” over the new territories of Russia, and at the same time no one had to bring valerian, how should this be perceived?
Yes, very simple. All the reinforced concrete rhetoric of the United States and the West led by them about the need to return to Ukraine all its “lost” territories as an indispensable condition for peace will continue in the future. Because the goals of the conflict – to bleed Russia as much as possible – have not changed. But at the same time, a “window” has been opened that allows one to think about real options, and not propaganda, for a possible peaceful solution. And that’s already good. And it’s even great that Special Representative Li Hui has traveled along his entire European route. After all, if they did not want to talk to him in Europe, they would hardly have accepted him, why, if they are so adamant?
But the question must be asked: has the Chinese envoy completed his mission, or is it just the first round? We will find out very soon. And I want Li Hui to return to Europe again. Recall that Putin added about the possibility of the Chinese plan becoming the basis of the agreement: “When they are ready for this in the West and in kyiv.”
