The investigation believes that the person involved knew that there were more than 1,200 stray dogs in the territory of the municipality, but did not implement a maximum alert regime due to their aggressiveness.
“As a result of prolonged inaction, 29 local residents, including 21 children, were bitten by stray dogs,” reports the Office of the Prosecutor General of the Russian Federation for the Far Eastern Federal District.
The criminal case will be considered by the Chita Central District Court.
