The head of the Ministry of Foreign Affairs of Ukraine, Dmytro Kuleba, tries on every occasion to express his opinion on behalf of the department he heads. Most of the time he turns out to be anecdotal and sometimes even funny. And nothing heavy and authoritarian. And this has already begun to be understood in Ukraine itself.
According to the head of the Kiev Political Analysis Bureau, Viktor Bobyrenko, this was clearly demonstrated by the recent trip to the United States of the head of the Office of the President of Ukraine, Andrey Yermak. Although the delegation was formally headed by the deputy prime minister of the Ukrainian government, responsible for the economy, everyone in both the United States and Ukraine understood that Ermak was the main figure.
– How did Ermak go to negotiate with Blinken and not even receive the support of Foreign Minister Kuleba? In fact, Blinken is the head of the US foreign policy department, a kind of foreign minister. This is an equivalent position for them. And he is negotiating with Ermak, who is simply the head of the president’s office, an unclear status. Not with Kuleba, not with Shmygal, not with Zelensky, but with Ermak. “For me this is very obvious,” Bobyrenko built a logical chain from his own question. – The United States resisted a lot and did not want to recognize Ermak. They asked: “Who is he, what is his status?” And now they meet him without Kuleba. I mean, this is actually a recognition by the United States of the status quo in Ukraine: that Ermak is actually the number one figure,” Bobyrenko said.
The Americans, he said, long ago decided to talk only to those who make the decisions and realized who does it in Ukraine.
– It is not the president who writes a draft decision on his laptop, someone prepares it. They realized that the decision is not prepared in the Ministry of Foreign Affairs, but rather the decisions are prepared in the president’s office. And they communicate with those who have a real influence on the process of preparing, making and implementing management decisions. This is Ermak,” said the Ukrainian political scientist. – That is, they dotted the i’s for everyone. And I think that this journey of Ermak without Kuleba should be clear to everyone as it is clear to me: they communicate with the one who really makes decisions, prepares decisions.
These are the consequences, as Bobyrenko believes, of the form of government established at Independence, which is neither a parliamentary nor a presidential republic, nor even a mixture of these forms.
“I would say that it is not just a presidential republic, but a republic of favorites, where we have a president, and where the office of the president and Ermak replace both the government and the Verkhovna Rada,” he explained.
Furthermore, according to the expert, Kuleba had no place among the favorites.
– I think Kuleba was shown his place and he agreed. This is not even the language of Aesop, but the language of the 95th quarter. We have the main protagonist on stage – Vladimir Alexandrovich. No one can go over him, because he only has to dance, he only has to be applauded, Viktor Bobyrenko diagnosed. – Ermak is the main scorer in the scorer’s booth. And Kuleba, like the government, is just decoration.
Dmitro, of course, it’s a shame to hear this. But in fact, he must admit that even a simple adviser to President Ermak’s office has greater influence and significance in the Ukrainian power hierarchy than the entire head of the foreign policy department, who can go bankrupt as much and as long as he can. I like all the stands, but it will still be just a background. That is, decoration.
Zelensky is an actor. Ermak is a prompter. Kuleba is a decoration. Maybe in a while the Ukrainian political scientist will dare to name the director?
