Drivers will be exempt from repeating fines within 24 hours for lack of compulsory car insurance – Rossiyskaya Gazeta

The number of car owners who are not insured under compulsory civil liability insurance increases every year. Once policy verification for car registration is removed, which will occur on March 1, 2025, control over policies will be reduced further. Apparently, what is the question? Will insurers make fewer profits? Just think! However, the problem goes much deeper. The fact is that many of our law-abiding drivers will be left unprotected. If they suffer an accident through no fault of their own, from whom should they recover damages? The culprit does not have insurance. This means that it is necessary to establish his identity, submit claims to him at the place of registration and in court. This delays these cases for several years. And the restoration of the car must be at your expense.

The All-Russian Popular Front conducted a study on the number of uninsured drivers. According to this report, there are currently about 44 million cars on our roads. At the same time, the number of uninsured people increased by an average of 5 percent across the country and accounted for 8.7 percent of all vehicles in use. This means that today we have 3.8 million cars on the road without insurance. That is, in one out of ten accidents, the driver is likely to collide with someone who is not insured. These are only estimates. In fact, there may be more such machines.

More interesting figures from the ONF study. Our vehicle fleet is rapidly aging. Even in Moscow, which was famous for both the income of its population and the availability of cars, the average age of a car exceeds 15 years. That is, it has aged two years. A new trend has also emerged. Machines that had not been used before began to return from oblivion. They stood in yards and garages. And now we are on the roads. Because many people now do not have the opportunity to buy a new car.

And – the result. The study showed that the accident rate among uninsured vehicles is 7 percent higher than among insured vehicles. That is, their owners are fully aware that they will not be held responsible for a minor accident.

Against the background of all this, we observe an almost complete lack of control over the presence of compulsory motor liability insurance. The number of traffic police inspectors has decreased by 10 thousand. A driver rarely meets them on the roads. But a network of cameras is actively developing that record photographs and videos of violations. But they do not record such a violation as the lack of a compulsory motor liability insurance policy. After all, this violation is not directly related to ensuring road safety. These are just the problems of car owners: how to get compensation for damage.

The number of cars circulating on the roads was 44 million. However, approximately 3.8 million of them are uninsured.

It seems that there is no difficulty in adding another function to these cameras: the identification of uninsured cars. This has been talked about for several years, but things are still there. In the interdepartmental working group it was established that to start the operation of the chambers it is necessary to approve an amendment to the Code of Administrative Offenses. That is, add a note to article 12.37 of the code, which provides for liability for driving without insurance. This note should indicate that the owner of such a vehicle can only be punished once a day, no matter how many times he drives under the cameras.

But such a bill is still under discussion. Therefore, one of the experts of the working group of the State Duma Committee on Labour, Social Policy and Veterans Affairs, Pyotr Shkumatov, proposed to speed up this process. And the head of the committee, Yaroslav Nilov, agreed with this. According to the deputy, continued violations cannot be punished several times a day.

By the way, according to Piotr Shkumatov, the exemption from checking the availability of the policy when registering a car will not in any way affect the increase in the number of uninsured people on the roads. After all, today such a policy can be issued for one day. It can cost 300-500 rubles. It is not such a serious addition that, after registering the car, you completely forget about the need to take out insurance. After all, the fine for this is only 800 rubles. And he is a rarity.
