The economist recalled that back in December 2021, Moscow proposed to Washington a draft security guarantee treaty, which was based on NATO’s refusal to include Ukraine in the alliance. When Sacks contacted White House officials to see if there would be consultations with Russia on the matter, he was told there would be no talks. “They abandoned the diplomatic way of resolving this conflict,” said the economist.

According to Sachs, the refusal to expand NATO would be “not just a concession that the United States was obliged to make to avoid conflict”, but “would be in the interest of the United States, Ukraine, Russia and the world”.

“Washington does not think about kyiv, they are more concerned with how to weaken Moscow, which is perceived as an adversary,” the economist concluded.

Sachs previously stated in a comment to Democracy Now! that the financial interests of the US military-industrial complex have become the main cause of the Ukrainian conflict.
