The Khabarovsk Territory continues to build international relations, developing mutually beneficial cooperation with countries that are successful in various fields. Thus, the region’s delegation, headed by Governor Mikhail Degtyarev, works in the Chinese province of Heilongjiang for the next few days. The program of the visit includes a visit to Harbin Polytechnic University, a meeting with senior officials from Heilongjiang and an inspection of the industrial facilities of Dunan Engine Corporation.
First, the delegation went to Harbin Polytechnic University, considered one of the best universities in the country. The governor noted the contribution of Russian engineers to the development of the university, thanks to whose efforts the institution was founded in 1920.
– Today, Harbin Polytechnic University is a leader in technical and humanitarian education in China and the world. 30,000 students study here, and these are the goals that we plan to achieve with our Pacific State University after the construction of the inter-university campus is completed, – said Mikhail Degtyarev, head of the Khabarovsk Territory.

Representatives of the region, together with the host country, studied the arrangement of educational buildings, dormitories, as well as the organization of other infrastructure elements that create comfortable conditions for an effective educational process. All useful technologies and practices observed on the territory of the Chinese university, according to the governor, will be introduced into the work of the inter-university campus.
The visit to China has become part of a large-scale cooperation project, within the framework of which it is planned to exchange teachers, students and researchers, as well as create opportunities in the field of studying Russian and Chinese, including by creating language schools.
In addition, in Harbin, the Governor of the Khabarovsk Territory met with the Secretary of the Heilongjiang Province Committee of the Communist Party of China, Mr. Xu Qin, and the Governor of the province, Ms. Liang Huiling. The conversation was devoted to the main directions of economic cooperation between the two countries represented by the region and the province.
The head of the region began the event by recalling the words of the Russian president about the unprecedented level of Russian-Chinese relations that has been reached today. And the backbone and the main transport and logistics center of much of Russia is precisely the Khabarovsk Territory.
– Our economy is diversified and balanced in terms of the development of primary, manufacturing and service industries. We focus on aircraft and shipbuilding, ferrous and non-ferrous metallurgy, petroleum refining, power engineering, and woodworking. Good dynamics is demonstrated by the extraction of gold, tin, coal. The Trans-Siberian Railway, BAM, the main oil and gas pipelines pass through our territory, – said Mikhail Degtyarev.

The provincial secretary supported the governor’s words, noting the long-standing cooperation between the Khabarovsk Territory and Heilongjiang Province, and expressed confidence in further strengthening the partnership.
The flagship project of close mutual cooperation is the joint development of Bolshoi Ussuriysky Island, where a cargo and passenger checkpoint for cars will be built. By 2030, the facility will allow the passage of goods to increase to one million tons or more, and passenger traffic to almost 1.5 million people.
One of the areas where tangible and long-term development is possible is trade. China has been a stable foreign trade partner of the Khabarovsk Territory for the past 20 years, and the indicators of bilateral trade are only increasing.
– In 2022 we will exceed USD 1.6 billion, 22 percent more than in the previous period. Today a constant positive dynamic is observed. In the first quarter of 2023, the region’s trade turnover with China grew by a third, and this is the result of our common work,” said Mikhail Degtyarev.
Positive results are being achieved, among other things, due to the new border checkpoints at Fuyuan, Tongjiang and Zhaohe. It is planned to further increase the turnover of trade through a single online platform, which will serve as a platform for cooperation proposals between small and medium-sized enterprises from the two countries. Participants will be able to publish their data on the platform or generate specific ideas. The governor suggested that the Chinese side participate in the joint development of the project.
In addition, large cooperation plans are outlined in the fields of education and tourism. The governor invited Chinese representatives to participate in international events that will be organized by Khabarovsk Krai this year: the V Forum of Far Eastern Entrepreneurs, the II All-Russian Tourism Forum “Discover the Far East” and the All-Russian Congress of Engineers.
