Elections in Russia in 2024: dates of the single voting day, candidates for elections in the country’s regions, how to vote

In total, some four thousand election campaigns will end this weekend.

From 6 to 8 September 2024, a single voting day will be held in 83 regions of the country. Yes, the official name has not yet been adapted to technology; despite the fact that in many places the elections will last two or three days, they are still called “day” and not “single days”… In total, around four thousand elections. This weekend, the campaigns will end, during which 35,000 deputies and officials will be elected. 57 million people will be able to vote.

LET’S COUNT CANDIDATES FOR THE 2024 ELECTIONS IN RUSSIA

This time, 23 of the 24 parties eligible to do so nominated their candidates (the only exception was the “Growth Party”, which is now merging with the “New People”):

21,020 people: from United Russia (most of the candidates);

6133 candidates – from the Liberal Democratic Party;

4,159 candidates: “A Just Russia – For the Truth”;

3319 candidates – from the Communist Party of the Russian Federation;

1963 Candidates: “New People”;

697 candidates belong to the Pensioners’ Party.

There are also 9,034 self-proclaimed candidates registered.

WHAT ARE THE DEADLINES?

Each region decides for itself how many days the voting will last.

In most cases, elections will be held over three days, from 6 to 8 September. This is explained by the desire to give citizens more opportunities to participate.

However, in some regions it was decided that two days would be enough: September 7 and 8. This applies to Karelia, Komi, Kaluga, Murmansk, Pskov, Sverdlovsk, Smolensk, Tver, Tomsk and Chelyabinsk regions.

And in the Altai and Krasnoyarsk Territories, the Nenets and Khanty-Mansi Autonomous Okrugs, Kabardino-Balkaria, Tatarstan, Tuva, Chechnya, Yakutia, as well as in the Kurgan and Yaroslavl regions, voting will be held in one day – only on September 8.

WHERE RUSSIAN REGIONAL GOVERNORS ARE ELECTED IN 2024

Direct elections of regional heads will be held in the following regions: the Altai Republic, Bashkiria, Kalmykia, St. Petersburg, Transbaikal, Khabarovsk and Stavropol regions, as well as in Astrakhan, Volgograd, Vologda, Kaliningrad, Kemerovo, Kurgan, Kursk, Lipetsk, Murmansk, Orenburg, Samara, Sakhalin, Tula and Chelyabinsk regions.

94 candidates from 10 parties are running for the post of governor. The largest number of candidates was nominated by United Russia – 20. The Democratic People’s Party (LDPR) has 18 candidates, the Communist Party of the Russian Federation – 16, the Just Russia – For the Truth – 14, the New People – 10, the Communists of Russia – 6, the Party of Pensioners – 4, the Rodina – 2, the Greens and the Green Alternative – 2 candidates each. Among the contenders there is also a self-proclaimed candidate – the current governor of the Trans-Baikal Territory, Alexander Osipov.

On average, four people apply for the post of governor. The highest competition is in the Samara region, where six candidates are registered. And, for example, in the Altai Republic only three people compete for the post of governor.

Indirect elections (parliamentary voting) of governors will be held in Khanty-Mansiysk Autonomous Okrug, Kabardino-Balkaria, Ingushetia and Crimea.

HOW DO YOU VOTE FOR DEPUTIES?

In September 2024, State Duma deputies will be re-elected in three single-mandate constituencies in Khakassia, Bryansk and Rostov regions. In these regions, 16 party candidates and one self-appointed candidate will compete for seats in Okhotny Ryad. Among the participants in the campaign are three former members of the government: Deputy Prime Minister Victoria Abramchenko and Ministers of Sports and Energy Oleg Matytsin and Nikolai Shulginov.

Elections to regional parliaments will be held in Khabarovsk Territory, the Altai Republic, Kabardino-Balkaria, Karachay-Cherkessia, Mari El, Moscow, Tatarstan, Tuva, Crimea, Sevastopol, as well as in the Bryansk, Volgograd and Tula regions. A total of 4,889 candidates from 14 parties are running. The largest number of candidates was in the Bryansk region (573 people), the smallest in Sevastopol (150 people). On average, there are seven candidates per deputy mandate.

In addition, municipal elections will be held in the capitals of 21 regions. Almost 5,000 candidates from 14 parties will take part in these election campaigns.

AND FOR THE MAYORS?

In 2024, mayoral elections will be held in two regional capitals: Abakan and Anadyr. There are only four cities left in Russia where leaders are directly elected: Abakan, Anadyr, Khabarovsk and Yakutsk. The mayoral elections in Ulan-Ude on September 8 were cancelled, as deputies of the People’s Khural of Buryatia decided to appoint the head of the city through a competition.

Moscow and St. Petersburg do not count, since their mayors are actually regional heads, governors.

WHERE YOU CAN VOTE ONLINE IN THE RUSSIAN ELECTIONS IN SEPTEMBER 2024

Remote electronic voting (i.e. via the Internet) – DEG – on the vybory.gov.ru portal will be held in 25 regions. In all elections at different levels it will be used in 9 regions – the Altai Republic, Mari El, Sevastopol, as well as in the Vologda, Kaliningrad, Kursk, Lipetsk, Murmansk and Chelyabinsk regions. In some elections, online voting will be held in 16 regions – the Nenets Autonomous Okrug, Karelia, Komi, Chechen, Chuvashia, Altai, Kamchatka and Perm Territories, and in the Arkhangelsk, Kostroma, Moscow, Pskov, Sverdlovsk, Smolensk, Tomsk and Yaroslavl regions.

Moscow is not included in this list, as voting will be conducted through the regional platform on the mos.ru website.

Of course, in all of these regions you have the option of voting online or the old-fashioned way, at a polling station, by checking a box on a paper ballot.

WHAT DOES THIS NEED?

To vote online, it was necessary to submit an application in advance on the State Services portal (at least three days before the start of the elections). Moscow residents needed a full account on mos.ru. The deadline for submitting an application depended on the duration of the voting: for three-day elections, an application had to be submitted by September 2, for two-day elections – by September 3, and for one-day elections – by September 4.

HOW TO GET A PAPER BALLOT IN MOSCOW

In order to vote by paper ballot at your place of permanent registration, you had to submit an application for inclusion in the voter list on the mos.ru portal by September 2. This could be done in the “Personal documents” section of the service catalogue by selecting the service “Apply to vote by paper ballot for the elections of September 6-8, 2024”. The application could also be submitted in person to the territorial election commission; it was necessary to have a passport with you.

If the voter did not take care of the paper ballot in advance and there is no completed profile on mos.ru, then all that remains is to go to the polling station and vote through an electronic terminal. It is like electronic voting, but not from home.
