Now the Ministry of Emergency Situations has the right to conduct scheduled inspections at facilities of extremely high and high risk categories. Shopping centers are not included in them, since they are classified as objects of significant risk. But this is for now.
Everything can change if the Ministry of Emergency Situations transfers shopping centers and hypermarkets from one category to another. That is, it recognizes them as more dangerous. The Ministry of Emergency Situations will ask the government of the Russian Federation to help ensure that the federal state fire supervision of shopping centers, although these are objects of significant risk, will be carried out as planned from 2023 to 2025 .
“The legislation allows the planned supervision of objects of an extremely high and high risk category. Now we are trying to convince our colleagues from the relevant departments to be allowed to include this significant risk in the inspection plan, so that this does not be an exception, or to anticipate a history with a mandatory preventive visit, but to increase the duration of this preventive visit and within the framework of this professional visit -which the regulations do not yet allow- to carry out inspections of the fire protection systems , RIA Novosti quoted Enikeev.
Enikeev clarified that these are not just “Wish List” inspectors, which are not based on anything. No, alarming statistics are driving such steps: in 2021, 17 hypermarkets, shopping centers and warehouses burned down in Russia, in 2022 – 15.
