A special military operation and the pressure of Western sanctions have changed Russia.
The country has experienced an adjustment of priorities in the economy, politics and the social sphere. The State Duma is doing everything possible to quickly respond to the challenges of the time.
On July 26, the spring session of the State Duma ended. During this time, the United Russia faction has drawn up more than 40% of the laws in the Russian parliament, which comply with the president’s instructions to support members of the NWO and their families, families with children and socially vulnerable categories, strengthen the country’s defense capacity and its technological sovereignty.
GET OUT OF SUSPENSION
The faction’s work in the State Duma in the spring session was largely determined by the special operation, Secretary of the party’s General Council Andrei Turchak stressed at the faction’s final meeting. Among the most important decisions made this spring, the politician named the recognition by combat veterans of the militias defending Donbass since 2014, the introduction of free legal aid for SVO members and their families. Separately, the Secretary of the General Council highlighted the simplification of the procedure for recognizing NWO members as missing and dead.
“We believe we have solved this problem. This allowed the relatives to get out of limbo and not wait for years for the corresponding court decisions, ”he explained.
Additional benefits have also been introduced for SVO participants and their children upon entering universities, who have received the right to enter state-funded places within a separate quota and receive free training in preparatory courses.
“Our fighters, who studied in a paid department before the start of the SVO, now have the opportunity to transfer to a free one. We have legislated the fact of military service, including conscription, as an individual achievement, which is taken into account when entering universities and colleges. The Ministry of Education and Science has already promptly sent a recommendation to the universities on the accumulation of the maximum of 10 points”, emphasized the Secretary of the General Council.
Laws were also adopted on the transfer of monthly payment to SVO participants from natural to cash, on the repayment of military mortgages by the state in the event of death or severe disability in the SVO. Amendments were adopted on the suspension of fixed-term employment contracts for mobilized and volunteers during the period of participation in the SVO, on the right of employers to pay them material assistance. The implementation of these initiatives will increase the guarantees of social protection for combatants, experts say.

PERFORMANCE OF THE PUEBLO PROGRAM
Along with support for the NWO, the implementation of the people’s program of United Russia remained a priority.
“For its implementation, laws were approved on the development of school medicine, the free movement of children’s buses on toll roads, support for sports coaches, the protection of citizens against the illegal actions of collectors, the Putting abandoned goods into circulation, improving the safety of gas equipment. in MKD and many others,” recalled Andrew Turchak.
The State Duma also adopted the law of United Russia on inclusive recreation for children with disabilities and children with disabilities in summer health camps.
“The implementation of the law will be one more step in the development of an accessible environment for special children”, said the Secretary of the General Council.
For his part, the head of the party’s faction in the State Duma, Vladimir Vasiliev, stressed that the decisions taken by the faction’s deputies respond to existing challenges and create conditions for stable socio-economic development.
“A bill on employment is being prepared for the second reading: it aims to prevent unemployment and reinforces the concept of part-time employment,” the politician said. “So that citizens who care for children, the disabled, the elderly can freely receive state support, despite the income from part-time work.”
With the support of the party, a unique digital platform has been created in the social sphere: it allows you to switch to an unclaimed procedure to provide many measures of social support. The criteria for recognizing families as needy have been changed: now, when calculating the average per capita income, only the income of an individual family is taken into account, and not all household members.
CREDIT VACATION – PERMANENT SUPPORT MEASURE
The party points out that a lot has been done to develop the education system. Labor education has been resumed in schools, the decision has been made to return school medicine. Students in the last years of pedagogical colleges and technical schools have the right to work in the primary grades.
“In the field of science and higher education, a unique platform has been created that allows each applicant, on an open competitive basis, regardless of their place of residence, to enter a university in the target area with the subsequent guarantee of a job”, Vladimir Vasiliev pointed out.
A number of laws have been adopted to support motherhood and childhood. The sale of vapes to minors was prohibited, the possibility of using maternity capital was expanded, funds to support material for students in difficult life situations were exempted from taxes.
Also in the spring session, the party defended the rights of consumers of financial services.
“A law has been adopted that obliges banks to prescribe the full cost of the loan in the contract in the largest possible source. Credit holidays are fixed as an indefinite measure of support for people who find themselves in a difficult life situation,” said Vladimir Vasiliev.
Supporting families with children has become one of the faction’s key areas of work. At the initiative of the party, personal income tax has been abolished in the sale of land for families with children, work is being done to extend guarantees for children with special needs and orphans, and other initiatives are being considered.
In addition, United Russia provided an opportunity for trainee doctors to work under the supervision of mentors, which will solve the problem of understaffing in health care, and made a number of decisions to protect traditional values.
Laws have also been passed to punish the discrediting of the army and the spread of false information about volunteers. Greater responsibility is given to terrorists, saboteurs, traitors to the homeland. The possibility of quickly blocking prohibited content on the Internet has been provided: calls for terrorism, extremism, fundraising to support the Armed Forces of Ukraine.
