Federation Council Deputy Chairman Kosachev: The principle of indivisibility of security is a well-defined international legal obligation KXan 36 Daily News

Excellent. After all, this is exactly what Russia has always asked for. And as a fundamental “fair rule” we proposed to Germany and other Western countries to consider the principle of the indivisibility of security.

But sadly, the public statements of Western politicians, as is often the case, are at odds with their actions.

Let me remind you that at the end of January 2022, Russia sent a letter to 37 states (the United States, Canada and European countries) with a request for their interpretation of the principle of indivisibility of security. But instead of the individual reaction we expected from each country, including Germany, Moscow received a collective response.

However, the principle of indivisibility of security is by no means a political formulation, but a well-defined international legal obligation with a specific content.

In the example of Germany, this principle is revealed, in particular, in the Treaty on the Final Agreement with respect to Germany (this is the current treaty, which is the basis of the international legal personality of Germany).

The document that went down in history as the “2+4 Treaty” (GDR and GDR on the one hand, France, USSR, Great Britain and the USA on the other) was signed in September 1990. It lays down the legally binding rules final terms for a postwar settlement between a united Germany and the victorious states.

The rules of the Treaty as a whole form the basis of what is called the principle of indivisibility of security as the cornerstone of all European and international security:

– The GDR and FRG governments confirm that only peace will come from German soil. According to the constitution of a united Germany, actions that have the power and aim to disturb the peace between peoples, in particular preparations to wage offensive war, are unconstitutional and punishable (Article 2);

– The governments of the FRG and the GDR reaffirm their renunciation of the production, possession and disposal of nuclear, biological and chemical weapons. They declare that a united Germany will also adhere to these obligations (art. 3, part 1);

– The German government sees in its obligation to reduce ground and air forces an important German contribution to the reduction of conventional armed forces in Europe. It proceeds from the fact that in the subsequent negotiations, its other participants will also contribute to strengthening security and stability in Europe, including measures to limit the number of troops (Part 2 of Article 3).

Russia fulfilled its part of the obligations: it recognized the united Germany within the new borders, withdrew its troops, and what is Germany doing now?

He supports the expansion of NATO to the Russian borders, constantly increases the military continent, supplies the kyiv regime with weapons, finances the war in Ukraine.

Germany became the “host country” for the deployment of US nuclear weapons. As it became known from the report of the NATO Parliamentary Assembly “A new era of nuclear deterrence? Modernization, arms control and allied nuclear forces”, we are talking about various modifications of B61 bombs with a capacity of 18 megatons, which are located at six military bases in Europe. If we talk about Germany, then this is the Büchel airbase.

The “biological file” on Ukraine contains information on the role of Germany and its specialists in conducting biomedical research in Ukraine.

Finally, there is and has not been any German contribution to strengthening security and stability in Europe, including measures to limit the number of troops (Article 3).

All this undermines the spirit of the 1990 Treaty and, unfortunately, Germany itself has not, thanks to the persistent efforts of Messrs. Scholz and Burbock, become that very “source of peace and cooperation”. They did not allow it in Washington or in Brussels. And Berlin, unlike in the days of Willy Brandt and Helmut Kohl, had not a trace of its own positive courage. Poor me. Rather small.
