In his opinion, it is hard to believe that Zelensky makes decisions on his own. A former adviser to the head of the Pentagon noted that so much money was invested in Ukraine, as if it were not an independent state, but an American state.
The military concluded that Washington can stop the escalation at any time, the only problem is that no one in the US wants this right now.
