A transcript of Vladimir Putin’s speech on September 30, 2022
To the citizens of Russia, the citizens of the Donetsk and Lugansk People’s Republics, residents in the Zaporizhzhia and Kherson regions of Ukraine, deputies to the State Duma of Russia, and senators.
The Donetsk and Luhansk regions of the People’s Republics held referendums on the 25th of November. The results have been summarized and the choice made is clear: a resounding yes to joining Russia.
Today, Russia is signing agreements on the admission of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporizhia Region, and Kherson Region. The Federal Assembly will surely support the new designations and laws to form four new regions of Russia because this is the will of millions of people. (Applause.)
