The United Fund for Pensions and Social Insurance (Social Fund) will be headed by 44-year-old Sergey Chirkov. This decision was made by Prime Minister Mikhail Mishustin.
The Social Fund is a new structure that will begin to operate on January 1, 2023. Until now, there are two Funds, the pension fund and the social security fund, separately. Preparations for their merger have been underway since 2018. The aim of the reform is to improve the quality of service for citizens, faster and more convenient processing and provision of support measures, and to reduce the administrative burden for companies. Now people have to apply to two funds on the same type of topics. For example, a disability pension is paid to the FIU and rehabilitation funds are issued by the Social Insurance Fund. At the birth of a child, the maternity capital is received from the Pension Fund of the Russian Federation, and a birth certificate and an allowance for the care of children under 1.5 years of age are received from the Social Insurance Fund.
Furthermore, workers under different types of contracts have an unequal amount of social guarantees. Those who work under civil law contracts (as a rule, temporary work) do not receive paid sick leave and do not have paid maternity leave. The unified fund will have a single insurance payment rate. As a result, the maximum payments for sick leave, maternity leave, as well as monthly child care payments will increase by 1.5 times, experts estimate.

Sergei Chirkov, a Muscovite, in 2000 graduated from the Moscow State Academy of Water Transport with a degree in jurisprudence, in 2003 – postgraduate studies at the Academy of Labor and Social Relations (now RANEPA), candidate of legal sciences. He has been working at the PFR since 2001. There he went from chief specialist to acting chairman of the board; he was appointed to this position in July 2022.
