Six investment projects are underway in the region, for which a total of 295 million rubles have been allocated in the period 2023-2024 within the framework of the national project “Tourism and Hospitality”. Entrepreneurs should use these funds for the construction of modular hotels, which are now in great demand among tourists: it can be a detached house with all amenities and a modern interior, or glamping for a comfortable and safe stay all year round.
– The Federal Commission has reviewed the proposed projects. At least half of the funds for their implementation will be provided by the investor, and the rest – by budget money. The tender will be announced for the period 2025-2026, said Lev Reshetnikov, Minister of Economic Development of the Novosibirsk region.
One of the winners of the federal selection was the ecological park “Chkalovskie Dachas”, which occupies 25 hectares in the Zaeltsovsky forest in the village of Mochishche, near the regional center. With the funds received, 25 barn-style houses are being built here, which will welcome their first visitors in September this year.
The project received government support in all areas. In addition to the federal grant of 33 million rubles for the construction of modular facilities, a grant of three million rubles was allocated for the construction of the forest hotel from the regional state program, which provides for the opening of a large ropes course. Another 1.9 million rubles will come from private investment. The eco-park can also count on financial support for the construction of hydraulic facilities. There is already an outdoor swimming pool and plans are underway to add a bathhouse and a spa complex.
The Chkalovskie Dachas recreation centre has existed since 1952 and has been a favourite holiday destination for Novosibirsk residents. Up to 1,500 people used to spend their holidays here every month. This is also the target of the current management of the park, which received a huge area covered with grass and bushes as a result of the auction.
– We spent two years putting things in order. Now only twenty rooms are open to guests, which provides an annual tourist flow of up to thirteen thousand vacationers. The average occupancy is 85 percent, in the high season – up to one hundred. Tourists are forced to book their dates for several months in advance. That is why the support of the national project and the Ministry of Economic Development is of great help. The plans for this year are to increase the total attendance of modular houses with an area of thirty to forty square meters, with all amenities, underfloor heating and panoramic windows, to 65-70 people per day. Then we will be able to accommodate fifty thousand people a year or more,” says Gennady Pobizhan, general director of the Chkalovskie Dachi ecopark. – The demand for country holidays among city residents is growing, business tourism is developing in Novosibirsk, and there is a demand for the format of mass events. We will study the experience and I think we will plan to build another twenty-five houses next year.
It will take at least three months and four million rubles for each house to build modular facilities and connect them to utilities. The ecopark also envisages building a hotel (rehabilitation clinic) with 120 rooms of four or more stars. The project was selected for preferential lending and received funding of 1.8 billion rubles for the construction of a four-storey building.
Modular hotels are also being built within the framework of the national project “Tourism” in the Moshkovsky district of the Novosibirsk region, where they started building “Lucky Glamping” from scratch (it is planned to build 51 houses), plus the same number in the complex-hotel “Maslyanino”. And also on Lake Medvezhye, in the Leninsky district of Novosibirsk, where the project provides for the creation of five double houses made of laminated slats.
In addition, the Polyana eco-park with sixteen houses was opened in the Krasnozersky district of the region in July this year. At the Blue Lake recreation centre in the city of Berdsk, a glamping park with barn-style modular houses for 54 rooms is planned to be created.
The Sibiryak sanatorium has also joined another national project, “Labor Productivity”, thanks to which it is planned to improve the work of the reception and accommodation service and increase annual income by at least five percent.

In July 2024, the Ministry of Economic Development of the Novosibirsk Region announced a competition for participants in the national project “Tourism and Hospitality”. Entrepreneurs can receive compensation for expenses in the amount of no more than fifty million rubles for projects related to the development of beach infrastructure, equipment renovation, construction of children’s and sports grounds, arrangement of camps and outdoor pools.

– As for the regional grant for tourism development, it covers all areas. The main thing is that the investor must invest thirty percent of the funds in regional programs and half in federal programs. It is necessary to submit a project for consideration to the regional Ministry of Economic Development containing a prepared plot of land, a properly designed concept and a calculated business plan. It is desirable to have experience in implementing similar projects, to understand the amount of funds required and the payback period. Small and medium-sized businesses can also take part.
