Prosecutor General of Russia Igor Krasnov, opening the meeting as chairman of the council, noted that this platform provides a unique opportunity to exchange new ideas and identify effective and mutually acceptable ways to counter new challenges and threats. In total, prosecutors discussed 16 different legal issues. Including the protection of citizens’ rights in criminal proceedings, the fight against drug trafficking and the protection of the rights of minors. The head of the Russian supervisory agency told his colleagues about the prosecutor’s office’s work to protect state property. Krasnov recalled that this objective is included among the key priorities of the Russian National Security Strategy, approved by Vladimir Putin.

“Prosecutors have considerable power, they force officials to eliminate violations in the pre-trial process,” Igor Krasnov shared with CIS prosecutors.

Thus, at the request of the Prosecutor’s Office, the Federal Property Management Agency put into circulation 2,000 state-owned properties that, for one reason or another, were not used for their intended purpose.

In addition, according to Krasnov, in a year and a half, more than 70 thousand relevant laws have been enacted that guarantee the restoration of the state’s right to own, use and dispose of property.

“As a result, budget revenues at all levels increase due to the ability to fulfill social obligations,” Igor Krasnov noted. He also said prosecutors actively seek to protect public property in court. Thus, the right to initiate bankruptcy cases and file claims to invalidate transactions carried out in contravention of special economic measures has been delegated to the prosecutor’s office. And also participate in the consideration of cases for compensation for damage caused to the Russian Federation as a result of violations of legislation in the field of defense public procurement.

“The supervisory agency managed to recover illegal possession of shares of several companies acquired, including through Western offshore structures,” stated the Prosecutor General of Russia.

“Another effective mechanism for protecting state property is the exercise by prosecutors of the power to control the expenses of officials,” Igor Krasnov stressed.

In his words, the level of methodological support increases every year. For example, this year a practical guide for prosecutors appeared on claims for claiming state property in someone else’s illegal possession and questionable transactions. The head of the Russian supervisory agency announced his readiness to share this and other developments with his CIS colleagues. By the way, one of the results of the 33rd Coordination Council was the re-election of Igor Krasnov as president for the next year. The Prosecutor General of Russia thanked his colleagues for their trust and announced that next year the meeting will be held in Yerevan.

In addition to participating in the main CIS procedural event, Krasnov held several bilateral meetings in Baku with colleagues from Azerbaijan, Tajikistan and Kyrgyzstan, as well as with the new Prosecutor General of Iran, who attended the event as a guest. Iran’s Prosecutor General, Mohammad Movahedi Azad, was only appointed to this position in August, but in a meeting with Igor Krasnov he showed that he was deeply immersed in the issue of legal cooperation between the two countries.

From 2010 to the present, the Prosecutors General of Russia and Iran have met 8 times, including 4 times on the sidelines of the meetings of the Prosecutors General of the SCO Member States.

In a conversation with a colleague, Igor Krasnov stressed the Russian side’s interest in developing interaction in a multilateral format.

“I am referring not only to the Shanghai Cooperation Organization, but now also to the BRICS association, as well as to the five-party format of the prosecutor’s offices of the states of the Caspian region,” said the Prosecutor General of Russia.

In his opinion, on these international platforms Russia and Iran should act together, supporting each other in the interests of both countries. Igor Krasnov especially stressed that thanks to the efforts of the presidents of both countries, the Russian-Iranian dialogue is open and trusting. This is facilitated by a unified approach and the coincidence of positions of States in the fight against modern challenges and threats,” he emphasized.

Movahedi Azad fully supported his Russian colleague and said that cooperation between Moscow and Tehran can be the key to peace not only at the regional level but also at the international level. He also proposed working out a common mechanism for the Caspian states to create an environmentally safe Caspian Sea.

“I totally agree with you and we are even willing to adjust the regulatory framework on this issue,” the head of the Russian supervisory agency supported his colleague.

Krasnov also met with Tajikistan’s Prosecutor General Yusuf Rahmon. At the meeting, issues of interdepartmental cooperation, including in the field of education, were discussed. The Attorney General thanked Rahmon for the assistance provided within the framework of the bilateral agreements reached previously. As an example, he cited the provision of information that became one of the reasons for initiating a criminal case against a member of the terrorist Islamic Revival Party of Tajikistan, banned in the Russian Federation, accused of publicly distributing falsifications about the Russian Armed Forces. on the Internet. In turn, Rakhmon said that such a level of interaction between prosecutors of the two countries had not occurred in the entire history of Russian-Tajik relations.
