From March to August, ten people from Moscow, Vladimir, Moscow, the Chelyabinsk regions, the Altai Territories and Kamchatka signed an agreement with a travel agency and transferred in total about one million rubles for the provision of services.
They reached Kamchatka alone, and then received instructions with escorts hired by Stepanov.
The trek to the volcano began without the permission of the natural park to visit it, on an unapproved route and accompanied by two guides, who did not have the necessary qualifications to carry it out in more complex conditions. The result was a tragedy.
