Starting February 1, 2023, Russians will have the opportunity to authenticate an applicant to the ESIA (State Service Services) using a single biometric system to access information contained in a single public service portal. This is the requirement of the Decree of the Government of the Russian Federation of October 21, 2022 N 1879.

Citizens will be able to use the new method at will. To do this, you must register in the Unified Biometric System (UBS) and give your consent to use this service. Currently, you can register for the EBS at bank branches. Representatives of the State Services explained that the biometric identity is confirmed in this way: the user must look at the camera and pronounce the numbers that are seen on the screen.

Russia will not sell oil under the price cap imposed by the EU

Since February 1, the supply of Russian oil and oil products to foreign natural and legal persons is prohibited if the contracts provide, directly or indirectly, for the use of a price cap mechanism. Deliveries prohibited by this decree may be allowed on the basis of a special decision of the President of the Russian Federation. The decree is valid until July 1, 2023.

Its effect also applies to contracts already concluded if they contain a reference to EU and G7 restrictions.

The initiative to include dietary supplements in the labeling system was carried out by the director of Rospotrebnadzor Anna Popova. The experiment on its labeling has been carried out since May 2021. It will be mandatory from April 1.

On February 28, the labeling experiment for perfumery and cosmetic products intended for hand hygiene also ends, with the antimicrobial effect declared on the labeling of consumer packaging, as well as antiseptics – disinfectants for the skin.

7,828 companies are participating in the antiseptic labeling pilot project, of which 152 are manufacturers, 241 are importers and the rest belong to the wholesale and retail segment, a representative of the Central Regional Development Center told Rossiyskaya Gazeta. During the experiment, more than 20 tests were carried out to apply codes to both national and imported products.

Mandatory labeling has already been introduced in Russia for a number of products. So the state is fighting illegal products. In beer, the share of such products, according to various estimates, ranges from a few fractions of a percent to 30%. The proportion of illicit trafficking in dietary supplements, according to the HSE, is almost 60%. After the introduction of the markup, the income of legal producers will grow to 2.2 billion rubles a year and about 700 million rubles – additional income to the budget.
