According to the agency, on February 17, residents of one of the private houses in the village of Tenginskaya found a 15-year-old teenager on their site, on whose lower leg a metal chain was fixed. The child was hospitalized.
As RIA Novosti clarifies in reference to the regional prosecutor’s office, the boy is a disabled child and is brought up in a foster family with many children. The control authority verified that the family is not registered and is positively characterized.
Investigators opened a criminal case to establish all the circumstances of the incident. An assessment of the living conditions of a child in a foster family will be carried out, as well as the work of officials of the prevention, guardianship and guardianship system bodies.
