In accordance with the amendments made to the Law of November 28, 2003 N 170-Z “On Property Tax of Organizations on the Territory of the Tambov Region”, organizations managing closed investment funds received exemption from the payment to the budget for rent houses Until now, there is only one such organization in the region – the DOM.RF Development Institute, which intends to build a high-rise building with a total area of approximately 6.7 thousand meters ft on the TSU campus. An agreement on this was signed in August 2022 with the government of the Tambov region.
Construction is to start in 2023 and occupancy in 2025. It is planned that approximately 500 students from Derzhavin University will be able to live in the rental building.
The project will make it possible to develop a mechanism for the creation of rental housing for world-class scientific, educational and scientific centers. A similar initiative is being implemented in Moscow, where in 2021, together with the Higher School of Economics, they built 186 apartments to accommodate more than 600 students, and in Vladivostok, a rental house for 200 students and teachers of the state university in the Residential complex “Aivazovsky” is promised to be put into operation until the end of the current year.
Such projects are also expected to help reduce the housing shortage for students and teachers in the Chernozem region. In particular, almost 34,000 students study at the universities of the Tambov region, including more than 3,000 foreigners at Derzhavin University. The shortage of places in shelters is 13 percent. So far, DOM.RF has financed 16 rental housing projects in seven regions. Among them are commercial, corporate, focused on certain categories of beneficiaries and students. For example, in Voronezh, up to 80 percent of the rent for an apartment in a rental building is compensated for employees of the public sector. As a rule, sites with good transport accessibility are chosen for construction, close to social infrastructure facilities: kindergartens, schools, clinics, sports complexes. Houses are built by local companies according to the operator’s standards, apartments are rented fully finished (according to standard design project), furniture and basic appliances. In addition, residents are offered a set of paid services, for example, janitorial services, cleaning, minor household repairs. Leasing contracts are entered into for a period of 11 months.
