This social support measure has been operating in the region since 2012. Women who have given birth to a third child and subsequent children are entitled to regional material. Previously, this payment was not allocated to everyone – there was a certain need criterion, and it was possible to dispose of funds only two years after the birth of the baby. According to analysts, in connection with the abolition of the necessity criterion, the mother capital will receive 640 additional families a year.
– The law, which will enter into force on January 1, 2023, will abolish the necessity criterion, as well as adjust the moment of obtaining the right to dispose of regional material. Now it can be implemented after a year from the date of birth of the child, and in some cases ahead of schedule, – stressed the chairman of the Voronezh Regional Duma Vladimir Netesov.
The effectiveness of maternal capital is confirmed by the growth of the birth rate: during the validity of the law, more third and subsequent children were born in the region. Vladimir Netesov emphasized that the new conditions for the issuance of certificates will allow additional assistance to families with many children.
The regional budget provides for 339.2 million rubles for 2023, 363 million for 2024 and 377.5 million for 2025 to ensure payment. Changes in legislation will require additional funding – 96.3 million rubles each in 2023-2025.
– Improving the demographic situation is the most important task, which is ensured in our region in an integral manner. In this direction, the Voronezh Regional Duma closely cooperates with the relevant executive authorities and local self-government, with public associations, – added Lyudmila Ippolitova, chairperson of the Parliamentary Committee on Labor and Social Protection of the Population.
