There is no direct ban from the authorities that from this year the city does not organize fireworks, no one can do it either. At the same time, the representatives of the mayor’s office refer to the fact that this is the opinion of the Muscovites themselves. After all, according to a survey on the Active Citizen portal, 80 percent of respondents voted only to decorate the city, without organizing mass events and, as a result, not setting off fireworks. No sooner said than done. “The city will not launch fireworks and fireworks in the capital’s parks,” writes the Moscow Municipal Economic Complex on its Telegram channel. “We ask citizens not to bring their own fireworks and fireworks into the parks and don’t throw them.”
As Alexander Bobrov, deputy head of the Moscow Ministry of Emergency Situations, head of the department of supervisory activities and preventive work, said during a press conference at the Moscow government information center, one must follow the letter of the law, and the “Law of Silence” is in force in the capital. According to him, fireworks in the capital can only be launched from 7:00 a.m. to 11:00 p.m. Then there is a time of silence. At the same time, there is not a single word in the law indicating exceptions for the New Year.
“There are no restrictions or bans on the use of fireworks on the upcoming New Year’s Eve through our department,” Alexander Bobrov told reporters. At the same time, he reminded that the city has specially designated places for residents to launch fireworks.
The list of such places is updated every year. So in 2019 there were more than 90 such sites, and last year the number of places dropped to 60, with most addresses located in parks. The preparation for the use of these sites is in charge of specialists from the administrations and prefectures, as well as the holders of balances of the territory. This year, such work has not yet been carried out, but there are only 10 days left before the holiday. And many Muscovites, in theory, should have already used the sites. But, this year, the roar of the volleys is not heard either in the center or on the outskirts. However, in social networks, not so long ago, they talked about an unusual installation made of snow in Pechatniki, which vaguely resembles a military vehicle that shoots firecrackers. But this case was perhaps the only one.
Experts note that such a calm is understandable: the moment is not easy, and something else can be hidden behind a joke. And now it is better not to joke like that. The fickford cordon arsonists on New Year’s Eve may face penalties. According to article 3.5. “Code of the City of Moscow on Administrative Offenses”, the device of citizens of fireworks that disturb the peace and quiet of the capital’s inhabitants from 23:00 to 07:00, entails the imposition of an administrative fine for the amount from 1.5 thousand to 2 thousand rubles.
