Under the current provisions of the Labor Code, a parent can only receive insurance benefits if, while on parental leave, they are employed part-time. The amount of the benefit for the care of a child up to a year and a half depends on the mother’s salary during the two years prior to the year of the child’s birth.
“The amendments, developed on behalf of the president, will allow parents to keep such payments, even if a person who took parental leave returns to full-time work ahead of schedule,” said Anton Kotyakov, Minister of Labor and Social Protection of Russia. At the same time, they will retain their place in the organization from which they left on maternity leave.
According to the Ministry of Labor, in 2022, 1,699,152 Russians received a monthly childcare allowance, of which 142,465 people (8.4%) worked part-time.
