The document was submitted by 384 deputies, including the Chairman of the State Duma, Vyacheslav Volodin. “The punishment for the saboteurs will be as severe as possible,” the speaker stressed.
It is proposed to fix new offenses with the possibility of a maximum term – “Promotion of sabotage activities”, “Training for the purpose of carrying out sabotage activities”, “Organization of a sabotage community and participation in it”.
In addition, it is proposed to supplement the first part of article 63 of the Criminal Code of the Russian Federation on aggravating circumstances with a new paragraph – the commission of an offense to promote, justify and support sabotage.
Another bill approved in the same package of amendments will make it possible to block the accounts of citizens and organizations if the court finds them involved in the duration of the sabotage or in its financing.
In addition, the prohibition of disseminating information in the media that contains instructions on the illegal manufacture of ammunition for firearms is introduced.
This is a step of fundamental importance, since Russia is conducting a special military operation and while accepting refugees, remains open for the entry and exit of foreign citizens, Volodin expressed confidence.
The adoption of such a law is also relevant because the Western-funded media and non-governmental organizations have shifted from actions to interfere in Russia’s internal affairs and false propaganda to direct organization of sabotage and issuance of instructions to commit them, said Vasily. The deputy noted that the Duma Commission of Inquiry into the Facts of Foreign Intervention, headed by him, has collected evidence that Western states are hatching and implementing plans to undermine Russia’s economic security and defense capabilities, including through sabotage. The deputies found that the websites of some publications and organizations posted instructions on how to set fire to military registration and enlistment offices, police departments, as well as lessons on how to make Molotov cocktails. They also post tips on how to resist law enforcement and take over universities.

– In my opinion, the decision to equate acts of sabotage with terrorism is logical and correct. As well as more severe punishment for sabotage activities. This is a crime for which the offender and his accomplices must suffer the most severe penalty.
Our country has rich experience in the fight against terrorism, we are successful in this matter. Remember Dagestan a few years ago, and look at it now. We have overcome terrorism, and many countries around the world have turned to us for experience.
But here it is important to understand that without conscious citizens, without the mobilization of the entire society, it will be very difficult to combat sabotage. It was the correct position of the Dagestanis, their rejection of the ideas of extremism and terrorism, which played, if not the main, then the decisive role in the victory over this evil in the republic. Therefore, we need to spread this experience throughout the country, work with the people, involve them in the common fight against the spoilers of terrorism. A country that recruits us or sends saboteurs to us is a country that supports terrorism.

– The current situation dictates a more severe punishment for sabotage. We cannot allow the opening of an internal front. And in the stream of refugees and internally displaced persons that have come to our country, there are certainly those who may decide to take such steps. This confirms the progress of the investigation into the Crimean bridge and incidents in the border regions – Kursk, Bryansk and Belgorod regions. Therefore, the measures taken today are more proactive and cautious.
