Medvedev spoke about the importance of import substitution in the context of sanctions

It is necessary to actively develop import substitution in the context of sanctions against Russia, and Skolkovo has good opportunities for this. This was stated by the deputy chairman of the Security Council of the Russian Federation, head of the Board of Trustees of the Skolkovo Foundation, Dmitry Medvedev.

According to him, resident companies in Skolkovo will have to find and implement their own advanced solutions in all sectors of the economy. In fact, due to external pressure, Russian companies are excluded from international cooperation, a heavy blow has also been dealt to production chains.

In this sense, Medvedev continued, the task of import substitution has become even more urgent.

“We are talking about the introduction of advanced domestic solutions in all sectors of the economy,” he stressed, “if it can be done optionally before, like, if it works, it’s good, if it doesn’t work, they won’t.” If you go anywhere, they will sell it to you. Now the situation is different, so you will need to do it yourself.”

And Skolkovo has every opportunity for this, the deputy chairman of the Security Council is sure. More than 3,000 companies are registered there, and some 70,000 jobs have been created in them. In total, more than 800 patents were received, about a third of them are foreign, which is also an important indicator of Skolkovo’s activity, the head of the board of directors noted. The revenue of resident companies in 2021 increased by more than half compared to 2020 and amounted to about 250 billion rubles.

Medvedev also noted that 60% of the participating companies are implementing projects to create energy-efficient, biomedical and industrial technologies, and another 40% – IT.

He recalled that the project of the Skolkovo Institute of Science and Technology was perceived by many with mistrust for a long time, but now even skeptics have to admit that a unique set of competencies is concentrated there.

According to Medvedev, in the current situation it is necessary, in particular, to increase the role of the start-ups of the Skolkovo Foundation for import substitution. He clarified what he meant by measures to increase the attractiveness of innovative projects outside the IT sphere. Among the proposals on this issue is an increase in the annual income limit, after which the project participant loses the right to tax benefits.

According to him, another important point, which was discussed earlier, “is the issue of harmonization of benefits for IT companies and other high-tech sectors of our economy, including social contributions.”

“It is clear: this is also a debatable issue. However, extraordinary steps are needed in the current situation. Any steps aimed at supporting the national economy, including high-tech industries, can be useful,” Medvedev said.
