Moncloa seeks teleco to shield networks and cybersecurity in the presidency of the EU

Date: March 29, 2024 Time: 16:38:07

Union that Spain will exercise during the second semester of this year. The Government has launched the contract to recruit the company that executes these works. Telefónica, Vodafone and Orange have presented their credentials to take over the management in a total of 27 appointments that will take place starting next June. The Executive of Pedro Sánchez has had to reduce some technical requirements due to the shortage of chips and different materials.

Spain will hold the presidency of the Council of the European Union for the fifth time in the second half of 2023, between July 1 and December 31. It will be quite a technical challenge because the Executive has sought a distribution of venues among more than twenty cities. The only ones that repeat are Madrid (with three) and those of Valladolid and Granada, with two each. In the rest there will be only one. The Ministry of the Presidency started the procedure in February. It did so by urgent processing, “since the terms of the ordinary procedure do not guarantee that the contract can be executed within the established terms,” as reflected in the contract document, consulted by La Información.

To guarantee that the highest level meetings -which will take place on dates such as exhibition halls or historic buildings- can be carried out normally, including products such as simultaneous interpretation or videoconferences for hybrid meetings of and requires consulting others related to communications and cybersecurity . Among the latter are the mitigation of DDos cyberattacks; a monitoring and response service for cyberthreats; active search for possible threats, as well as response and forensic analysis to incidents. To these are added others linked to connectivity such as VoIP, Wi-Fi or communications.

Due to the fact that the contract has not been configured through several differentiated lots, this is a procedure to which only telecommunications operators -or unions of companies with any of these telecommunications companies- that have the capacity to offer connectivity services could aspire. and complement them with cybersecurity, which could be subcontracted or managed directly. The three main ones presented their credentials in the middle of last month.

At first, the only one that modified the ‘green light’ to pass the first filter was Vodafone. Orange and Telefónica were asked to correct some aspects. They rectified the final errors and from last March their offers were accepted. The urgency procedure adopted by the Government allows, according to the public procurement law, the usual terms to be cut in half, so it is expected that there will be a confirmed winner in the coming weeks. It must be borne in mind that the first high-level meeting linked to the Spanish presidency is the Conference of Presidents of the European Parliament, which will take place between June 26 and 27 at a site yet to be determined in Madrid.

Presidency eliminates some technical requirements that “in a context of shortage of components could lead to the impossibility of executing the contract”

The Ministry’s Recruitment Board has tried to open its hand from a technical point of view to the possibilities to access all the requirements. In a meeting prior to Easter Week, a series of references were detected in the technical specifications that “in a context of global shortage of electronic components could lead to the impossibility of executing the contract.” The quantities of some devices required have been changed.

Alert Phase since June

This is not the only service that the Ministry of the Presidency, which coordinates all the acts of the Spanish presidency, is managing for events. Yes, it is the largest in terms of budget and relevance among those that are being led by the Contracting Board. Together they add up to more than 20 million euros. In addition to the one that will be awarded to one of the three large telecoms, there is the one for audiovisual services and signal production and distribution, the adaptation of spaces for information coverage or the acquisition and updating of software for the ministry itself.

The Ministry of the Interior plans to start the Special Alert Phase on June 20 as part of the special security plan for the entire semester of the presidency. The National Center for the Protection of Critical Infrastructures (CNPIC) will remain in contact with the operators of critical and essential services to reinforce security, prevention and alert in these infrastructures and services. In addition, the Cybersecurity Coordination Office together with the State Security Corps and Forces will launch a special device for each of the events.
