Suddenly another negative aspect appeared, which in several regions has a very negative impact on the plans of the developers: it is the position of the prosecutor’s office on the origin of social infrastructure in modern cities. The supervisory authorities indicate that there are not enough social facilities for the homes under construction.
“It is clear that the volume of construction is growing, that budget funds for the creation of schools and kindergartens are limited. And the constitutional rights of citizens to the accessibility of educational facilities still remain,” he said.
Now, according to Glushkov, in most regions where housing is actively being built, a dialogue is taking place at the level of the executive branch, supervisory authorities and the companies themselves in search of a compromise: what part of the social burden can be objectively assumed by one municipality or another. “In my opinion, this cannot be solved centrally,” noted the president of NOSTROY, “because the economics of construction differ a lot, not even from one issue to another, but from one municipality to another.”
Self-regulatory organizations are now trying to develop the so-called “prosecutor’s menu,” Glushkov added, so that in each region companies, the executive branch and the supervisory authority can develop rules for the formation of social infrastructure in order to avoid distortions. and so that the homes that are built have social services.
In addition, the developers’ overall plans were negatively affected by a decrease in transaction volume in the first months of this year. For the most part, this was due to the introduction by banks of commissions for the issuance of preferential mortgages in January. But now, according to Glushkov, the last major bank decided in April to waive commissions.
Among the positive factors, the extension of the Family Mortgage until 2030 stood out. “It is a very good message, which offers large development companies the opportunity to formulate their construction plans at least until 2030,” Glushkov explained.
