OATI Reminds: Owners or copyright holders of non-residential buildings and structures are responsible for clearing roofs and other elements of houses from snow and ice. They are required to immediately remove icicles, snow, or ice ledges from protruding portions of non-residential buildings as they form.
If the roofs overlook the road network, sidewalks or pedestrian areas, they must be cleaned within two days after the end of the snowfall. If the roofs go to other territories, then within three days. When carrying out the work, it is essential to install a fence and, when finished, remove the accumulated snow from the sidewalks or roads.
In the event that the owners of buildings and structures do not take measures to clear the roofs of snow and ice, an administrative penalty in the form of a fine of up to 200 thousand rubles is provided for. In the event that the responsible persons do not comply with these mandatory requirements, the data on the violators is forwarded to the Moscow City Prosecutor’s Office for appropriate response measures.
In case of serious bodily injury or death of a person as a result of falling snow, ice or icicles, the perpetrators are subject to criminal liability.
