Moscow Department of Transport approved procedure for installing traffic cameras – Rossiyskaya Gazeta

Date: October 4, 2024 Time: 10:34:27

Recall that on September 1, Law No. 197 came into force in Russia, regulating the operation of all complexes for automatic recording of traffic violations. But Moscow, as the capital, is provided with a special procedure for making decisions on the placement and disabling of stationary, mobile and mobile means of recording photos and videos of traffic violations. “Representatives of the Department of Transport and the Ministry of Internal Affairs were involved in the preparation of these amendments,” the press service of the Centre for the Organisation of Road Traffic (TCOC) clarified.

A new document from the Moscow authorities states that the decision to install cameras will be made by the data center and the Moscow parking space manager, but in terms of complexes for monitoring violations of parking rules.

The list of camera installation sites will be expanded and agreed with the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow. “In particular, it is planned to install the complexes in social and educational institutions, the use of the complexes has been expanded in places where road accidents have occurred, including in places where two or more road accidents have occurred during the year, as a result of which people were killed or injured, or during the year there were two or more road accidents with material damage,” the data center told RG.

In fact, the changes introduced by 197-FZ consolidated the practice that has developed in Moscow of coordinating the location of complexes. Recall that Moscow, represented by the Data Center, was the first in Russia to use the Passport for the installation site of the complex and go through a multi-stage procedure for its approval. Each location is justified and approved by the State Traffic Inspectorate. Cars equipped with mobile cameras, the so-called “parkons”, have special “identification marks” in the form of green wrappers and corresponding logos.

As for the latter, by the way, an order was also issued establishing the procedure for equipping cars with mobile cameras to record violations in motion. And if earlier the data center had Hyundai Solaris with a camera in the cabin, now they are being replaced by green electric “Muscovites 3E” with complexes integrated into the signal beam.

In total, there are currently 3.8 thousand traffic cameras in Moscow. In the seven months of 2024, the cameras recorded 180 accidents, which is 38% less than in the same period last year.
