If we talk about all four topics, then DPR and LPR are in a sense a little easier, because they were independent for eight and a half years and immediately caught up with Russia. Therefore, after the historic referendum on joining the Russian Federation, they began to format their legislative field according to Russian standards without hesitation.
“Since September 30, 2022, we have introduced 92 bills aimed at integration in the legislative field of the Russian Federation,” said Vladimir Bidyovka, Chairman of the People’s Council of the DPR. – We are now working on a bill on the activities of justices of the peace.
Today, Donbass is organizing the work of the civil service and asking the federal center to take into account the peculiarities of the DPR. After all, all the institutions of power functioned in the republic for eight years, albeit according to their own laws.
– We ask that experience from 2014 to 2022, when we were not yet part of the Russian Federation, be protected as civil service experience under Russian law, because at that time people not only worked in the DPR administration, but also they also risked their lives. , – says Vladimir Bidyovka.

But it is necessary to urgently resolve the issues of property delimitation at the federal, republican and municipal levels so that the economic life of the region does not stop.

The reason is the same: if the letter of the law is strictly followed, not a single authority in the LPR now has the right to dispose of this property, say representatives of the republic. During the transition period, the residents of Lugansk request that local companies that do not have a license to carry out restoration work carry out priority repairs of historical and cultural monuments so that they do not fall into disrepair. Property management issues also worry the leaders of the Kherson region. Loopholes in the legislation are ready to take advantage of the enemies of the new subjects of Russia.

On the contrary, investors investing in new territories should obtain Russian citizenship through a simplified procedure, the manager believes. This is what Türkiye does, and it makes sense to transfer their experience to our soil. In fact, the new regions now have many problems and ways to solve them, but all of them require changes at the level of the federal laws of the country. Therefore, the Commission of the Council of Legislators under the Federal Assembly of the Russian Federation has already created a Working Group, which will summarize all the proposals and will be the link between the Russian government, the State Duma and the new subjects of Russia. . Everyone has the same task: to go through the transition period as quickly and painlessly as possible and continue to build the life of the DPR, LPR, Zaporozhye and Kherson regions on the same legislative field with the whole country.
