The proposal of Russian Defense Minister Sergei Shoigu to call for military service not from the age of 18, but from the age of 21, as well as other legislative innovations that KP.RU discussed with the former head of the Main Political Directorate- Military of the Ministry of Defense, deputy and chairman of the Defense Committee of the State Duma Andrei Kartapolov.

– This is a fairly solid proposal, it meets modern realities, – he said. -Now, when we call up an 18-year-old boy for military service, he joins the army almost from school. If we raise this age to 21, then a person who already has life experience, a profession, education, and ultimately a life position will enter the Armed Forces. Today it is in demand.

– During these three years, from 18 to 21 years old, must a young man acquire some kind of experience that prepares him for military service? Where can you get it?

– In any case, you will gain experience. She will not sleep on the stove for three years. She will go to college or work and get a profession. And today, most professions are in demand in the Armed Forces to one degree or another. Some are in direct demand, they are related to military registration specialties, others are close, comparable, they will not require long training. At the same time, and I want to emphasize this, we are not talking about increasing the service life. They have served for a year and will continue to serve.

– The Defense Minister said that the new era for conscripts will be introduced in stages. How is that?

– We have to wait for the proposals of the Ministry of Defense. In any case, modifications to existing laws will be required, so there is still work to be done.

– Since we touched on the legislation: the State Duma adopted amendments to the Criminal Code, which provide for life imprisonment for sabotage …

– This is very relevant, important and promising. We understand that the confrontation with our former partners will not end tomorrow. They will continue to put pressure on us by all means, not excluding sabotage. To discourage potential saboteurs from doing this, we adopted the law.

– Will saboteurs who have already been caught evade this law?

– We can’t use it for countdown. Nothing, these saboteurs will be penalized for the moment under current legislation, it is also very tangible. And this will make potential saboteurs think hard.

– Another important law is the abolition of judicial processes against the mobilized. Now, for those who are at the forefront, it is necessary to create the most comfortable conditions of service.

– Undoubtedly. We support this law and participate in its preparation. It is very current, responds to the needs of society. A person was called, he needs to think about the service, and not about how to go to court, how to pay a lawyer. We hope that colleagues in the Federation Council will quickly adopt this document and that our soldiers will soon be spared this headache. Today we also adopt much-needed amendments, according to which our servicemen in the special operations zone will be able to send simple letters absolutely free of charge. These are marked letters, they will be delivered at the expense of the state. And once they can send a package for free. Now is the New Year, not all places have the opportunity to use the media. These letters will help to congratulate relatives on the holiday, to say important and warm words.

– Private security now has the right to shoot down drones. Does this mean that we will be safer?

– Of course! A very recent case: a drone flew into one of our border areas and attacked the district power grid building. If the private security of this building or the neighbor’s had a chance to tear it down, they probably would have pulled it down.

– Did they have everything they needed, except permission to shoot down?

– They have the necessary funds, now they have the right to use these funds.
