The results of the activities of the territorial subsystems of the unified state system for the prevention and elimination of emergency situations between the regions of the Siberian and Far Eastern Federal Districts by 2022 were summed up at a large meeting held in the city of Ulan- ude. .

The event was chaired by the Minister of EMERCOM of Russia Alexander Kurenkov, who listened to the reports of the heads of the territorial bodies of EMERCOM of Russia and the prosecutor’s office, as well as the heads of the affairs of the Far Eastern Federal District and the Siberian Federal District. The Governor of the Khabarovsk Territory, Mikhail Degtyarev, also presented his report on the results of the year.

According to the head of the region, in 2022 the region will focus its efforts mainly on the implementation of presidential decrees related to the resolution of civil defense problems, the protection of the population and the territories in the face of emergencies, as well as security in the bodies water and fire safety. . Financial support for events within the framework of the regional program amounted to two and a half million rubles.

– In accordance with the current policy of the Russian Emergencies Ministry, our goal was to warn. To this end, all planning documents were clarified and updated, exercises and training of command staff were conducted to draw up actions to eliminate emergencies associated with floods, fires, earthquakes, power outages, housing and communal services, and road facilities, – said Mikhail Degtyarev.

In just a few years of the governor’s work, it was possible to really improve the situation in the field of protection of the region against emergencies. The construction of hydraulic structures is underway, problems with material and technical support of the corresponding services are being solved, and the infrastructure base is being restored practically from scratch. This bears fruit in the form of reducing damage from fires and floods – somewhere due to the prevention of such situations, somewhere – due to their more competent and systematic development.

By the end of 2022, 34 emergency situations of a human, natural, biological and social nature were introduced on the territory of the Khabarovsk Territory, but all disasters were overcome without casualties. The Governor highlighted the contribution of rescuers, firefighters and all system employees to this commendable result.

The head of the region emphasized that some emergencies were distinguished by their scale, which forced the region to consolidate the efforts of the region with the federal services. Thus, during the forest fires, the region was the first in the country to introduce a state of emergency of federal significance, which made it possible to attract additional forces and means from the Ministry of Emergency Situations.

Such situations occur more often in remote areas, so the governor said that he sees a solution to this problem in the reduction of the control zone and the formation of a fuel reserve for aircraft.

– Next year we plan to transfer 11.5 million hectares to the active extinction zone and create two additional air bases. We are working in this direction together with the Federal Forestry Agency and the Ministry of Natural Resources, – said Mikhail Degtyarev.

Despite the real improvements in improving the security of the Khabarovsk Territory against emergencies, the governor is aware that it is impossible to solve all problems with the forces of the region alone. Therefore, the head of the region is trying to push through decisions at the federal and district levels that, among other things, will improve the fire situation. Thus, with the help of increased federal funds, rescue groups were strengthened, which made it possible to significantly increase the number of hours of monitoring the state of the forests. If last year this time was 140 hours, this year it is already 1730 hours.

In addition, the region began to respond more quickly to emerging emergencies by replenishing material reserves. Taking into account the reserves of the municipalities, the indicators for the region have reached almost 1.1 billion rubles.

– According to the EMERCOM of Russia, according to this indicator, the Khabarovsk Territory is the leader among the subjects of the Far Eastern Federal District and ranks second in Russia, second only to Moscow.

At the same time, the region is working on developing a system for calling emergency services, rescue services and volunteer movements. In this direction, training events are held on the basis of the resource center, where volunteers get acquainted with conducting search operations.

Among other priority areas of work for the regional government is the prevention of accidents in the water, and the modernization of the fire brigade, which today has 2,225 people, grouped into 80 divisions.

– This year, in addition, we launched two fire stations: in Tumnin, Vaninsky district and in Matveevka, Khabarovsk district, which made it possible to protect 10 settlements with a population of 22,000 people. In 2023, it is planned to open another part in the village of Krasnorechenskoye, – said Mikhail Degtyarev.

Responsibly, regional departments are approaching the provision of primary fire safety measures. If in previous years special attention was paid to the homes of citizens of certain social categories, where more than eight thousand fire detectors were installed, starting next year, according to the governor, preventive measures will be introduced in all homes where they are located. families with live children, regardless of their social status.

Mikhail Degtyarev concluded the report with words of thanks to the head of the Russian Emergencies Ministry, noting that he would continue work to ensure the security of the region.
