Omsk gardeners are not ready for the additional gasification program – Rossiyskaya Gazeta

Today in the Omsk region there are 277 thousand gardeners, but in reality no more than 600 houses are ready for gasification. Bringing the pipeline to the site is still half the battle. Strict requirements must be met. The main thing is that the building meets safety standards and has the status of a residential building, confirmed by the appropriate document from Rosreestr. The house must be suitable for year-round living, undergo an appropriate inspection and receive an official opinion from local authorities. The owner of a building without a foundation and proper insulation, with wooden windows, will not receive a permit.

In the meantime, we are talking mainly about summer garden houses built thirty or forty years ago. Not every gardener can connect to networks, install a boiler, a power supply, a ventilation system, connect batteries or a gas stove, even because of exorbitant costs.

“However, the possibility of free gas supply does not give rest to holidaymakers, and now this is the number one topic at departmental meetings. Taking advantage of this opportunity, Omsk residents are pulling the pipeline to the site. There are more and more yellow pegs in the alleys. At the same time, it turns out that there is no positive decision by the general meeting of owners on gasification of gardens. The project also does not exist. It is not clear who will maintain the networks,” explains Viktor Bobyr, chairman of the coordinating council of the Omsk Regional Union of Non-Profit Gardening Associations.

Other problems also arise.

“The gas workers dug up the alley because there are three plots, the mud is up to their knees and nobody wants to clean it up. We have to collect 15,000 rubles from each holidaymaker. We don’t have that much money,” complain the gardeners of the village of Karyer.

The same thing happens in the Pushkinsky district, in Ostashkovo and in other associations.

The story is similar with water supply. Owners want to provide their plots with drinking water. They are actively compiling lists with an insignificant number of applicants. They share the millions of rubles that the contractor demands. To save money, they persuade neighbours to join forces. At the same time, there is no decision of the general meeting, no project, no understanding of who will maintain the networks.

– Gardeners who cannot ensure a positive temperature in the house all year round will have to disconnect from public communications on their own when the cold weather sets in. Drain the water so that the pipes do not burst, ventilate, keep records of consumption and fix other problems. And this is already happening among the “pioneers,” explains Victor Bobyr.

There is one more nuance that holidaymakers somehow forget: the laying of communications involves defining so-called “red lines”, within which any new construction is prohibited.

The SNT management is obliged to monitor the situation and warn of difficulties. However, it often exerts pressure in favour of the contractor’s interests and deliberately conceals possible problems.

Meanwhile, the old dacha networks are worn out. The state is ready to transfer them to specialized organizations. However, no one wants to include garbage on their balance sheet. The overgrown alleys do not allow the passage of special equipment. Hundreds of gardening associations require significant financial investments, but they are not ready to seriously increase fees.

– The problem is aggravated by abandoned plots of land. In the Omsk region alone, their number exceeds fifty thousand. Thirty years ago, they were given away to almost everyone. But no infrastructure or transport was provided. Now whole hectares are overgrown with weeds. Farmers are ready to put them into circulation, despite the costly reclamation. But there is still no mechanism for confiscating and transferring such land. The law was expected in March, but parliamentarians postponed it for another year, explains Viktor Bobyr.

According to the Union of Gardeners of Omsk, 534 gardening associations are registered in the region, 233 of which are located within Omsk. Official owners of plots are 277 thousand people. Taking into account family members, dachas are in demand among every third resident of the region.
