The government will extend social support measures to new Russian territories. Thus, in the new regions of Russia there will be a special procedure for establishing the minimum means of subsistence. This was announced by Prime Minister Mikhail Mishustin at a government meeting on Thursday.
The subsistence minimum is used to calculate the amount of assistance, including a one-time allowance for needy families, which was introduced on January 1.
“In these four Russian regions, pregnant women, as well as families with children under 17 years of age, will receive it,” Mishustin said.
Pensions for residents of the new territories from March 1 will be allocated on the basis of applications in accordance with Russian standards. This bill has been prepared by the government. At the same time, the pensions themselves and their supplements will be indexed according to the All-Russian rules.
Mishustin explained that many residents of the new territories now do not have the opportunity to confirm their income and experience by providing documents from employers or state and municipal authorities. In such situations, they will be assisted by specially created interdepartmental commissions that will ensure the protection of citizens’ rights.
The new Russian subjects will also be included in the compulsory social insurance system. This guarantees its residents the payment of sick leave, as well as the payment of benefits for pregnancy and childbirth and child care up to a year and a half, which were previously not provided for in the DPR, LPR, Zaporozhye and Kherson regions.
The prime minister also said that starting next year, residents of new regions will be able to conclude a social contract with the state.
As Mishustin said, more than a billion rubles will be used to pay unemployment benefits to residents of new regions.
“All of these types of supports help people get through a difficult financial situation and must be provided in full and on time,” Mishustin said.
