Plan for merger of PFR and FSS will be ready by May 5

It is planned that from January 1, 2023, all benefits and pensions for Russians will be accumulated by the Unified Fund for Pensions and Social Insurance, which will combine the functions of the two departments. “The Unified Social Fund will retain the status of an extrabudgetary state fund, the guarantor of whose obligations is the Russian Federation,” says State Secretary – Deputy Minister of Labor and Social Protection Andrey Pudov. According to him, data on the recipients of support measures will be collected on a digital platform, and the state will be able to centrally manage all social benefits, provide them as quickly, conveniently and specifically as possible. Your appointment will be possible without unnecessary papers and certificates. And in some cases, support measures will be provided by default after the life event they are based on. Services that are now provided by two different departments, citizens will be able to receive in a single customer service, for all questions, contact a contact center.

At the same time, it is planned to introduce a single insurance rate, which will simplify the task of employers, the Ministry of Labor specified. Employers will be able to collect all social contributions in a single payment, which will be automatically sent by the Federation Treasury to the pension, social and medical insurance. In addition, the “flat rate” will equate all workers in social guarantees. Now, in the PFR, deductions are mandatory for all employees, and in the FSS – only for those with whom an employment contract has been concluded. As a result, citizens working under a civil law contract are deprived of the right to paid sick leave. And this is more than 4 million people.

The innovation will allow to increase the maximum amount of social insurance payments by 1.5 times.
