Primorsky Investigative Committee files charges in Ussuriysk dam break case – Rossiyskaya Gazeta

The Investigative Committee has brought charges against the former director of the MKU “Unified Service of Customers-Developers” Dmitry Bobrysh. He is accused of abuse of office (part 3 of article 286 of the Criminal Code of the Russian Federation) during the construction of the capital project “Engineering protection against flooding of the Seven Winds microdistrict” in the area of ​​Razdolnaya Street in the city of Ussuriysk.

According to investigators, in March 2022, the former head of a government institution entered into a contract with a contractor for construction work, according to which the work was to be completed according to the schedule. However, from February to April 2023, the deadlines were repeatedly missed.

“At the same time, the defendant and his deputy Anna Tokarevskaya knew for sure that the works on the installation of the sluice gate had to be completed by March 31, 2023, since a period of flooding was beginning in the region. The specified work was related to the dismantling of the dam body,” the message says.

The necessary works were not completed until the fateful date of August 12, when a catastrophic flood occurred. As a result, the dam broke and the Siete Vientos neighborhood was flooded.

It should be noted that the elimination of the consequences of the dam burst and the flooding of the territory required the involvement of large rescue forces of the Russian Ministry of Emergency Situations and special equipment, and also caused great damage to residents and their property.
