According to previous rules, the Russian national flag must be permanently hung on school buildings or permanently installed on their territories. However, for other educational organizations (kindergartens, schools, institutes, universities) this was a right, not an obligation.
The authors of the initiative (State Duma deputies headed by State Duma Deputy Chairman Pyotr Tolstoy) expressed the opinion that expanding this practice will help develop a sense of pride among young people.
Ceremonies in which the flag is used are perceived positively by the public, the initiators stated. In the attached materials, they cited the results of VTsIOM surveys, according to which the vast majority of respondents positively perceive the use of state symbols at public events, ceremonies or their placement in public premises. According to them, the use of the flag and other symbols of the nation disciplines and unites citizens, and also plays an important role in patriotic education.

What happens if the educational institution does not occupy the entire building? For example, it may be part of an apartment building. In this case, the flag is permanently hung only on the territory of this educational organization, and during holidays it is additionally hung on the buildings themselves, the bill specifies.
United Russia MP Nikita Chaplin told RG that the visibility of state symbols, such as the flag, will allow our young people to more actively feel that they belong to the Russian people and nation. “Hanging the flag over educational institutions will be a daily reminder of national values, the importance of solidarity and responsibility with the country,” she emphasized. According to him, the fact that it rises above universities and kindergartens is a very valuable tool for patriotic education.
