Putin met with graduates of the “School of Governors”

The RANEPA Higher School of Public Administration appeared exactly 10 years ago. From that moment on, the personnel policy returned to Russia, promoting talented people to the top, and not those with more connections. The meaning of the “school of governors” is to identify the most competent managers and put them in the federal personnel reserve. They are then given priority in government positions that require special skills.

The head of state noted that the students of the “school of governors” still received chairs of federal ministers, deputy ministers, seats in both houses of parliament, positions in state corporations.

Here, first of all, it is not some kind of “phone right” or even previous merits that is important, but personal data, abilities and potential, creativity, readiness to serve, the Russian leader emphasized.

Yakutsk Mayor Evgeny Grigoriev, another participant in the competition, spoke about the implementation of the presidential instructions.

– At the Eastern Economic Forum in 2021, with great enthusiasm and enthusiasm, we listened to your instruction on the need to develop master plans for the cities of the Far East. By implementing the projects specified in the master plan, we should become the best city in the world in permafrost conditions, the mayor reported.

“I think that Yakutsk is already the best city in permafrost conditions, because there are simply no others like it,” Putin replied.

During a meeting with graduates, Vladimir Vladimirovich tested the competence of talented managers by asking questions about their areas of responsibility. They all successfully coped with the presidential exam.

We asked State Duma deputy Oleg Matveychev whether all these competitions for state administrators are really necessary.

– In the 1990s and 2000s, the state’s personnel policy frankly collapsed. Random people were brought to power by connections. They often turned out to be incapable and dishonest… But we do not have the task of imprisoning as many officials as possible. Therefore, we need a filter for government officials, explained the deputy.

He explained that although the “school of governors” has existed for 10 years, the selection through it has been especially active during the last five years.

– The best professors, ministers, deputies give lectures and share their experience. Of the nearly 500 graduates, 200 have landed high-level jobs. People see an increase in personnel associated with qualifications, not known, – added Matveychev.
