The decree signed by the president on “the provision of information through documents” was published on the afternoon of September 18. In fact, it legalizes the electronic passport in Russia.
We’ll tell you what exactly we’re talking about.
Now you will only be able to confirm your identity with the police or at a bank if you have your passport with you. There are no other alternatives. But now the document can be replaced by a profile in State Services, opened on the phone.
The system will work for legal entities using approximately the same logic. Company data can be displayed from a phone or computer using a profile in State Services.
At least that’s how it should work in theory. Vladimir Putin’s decree contains a clarification: a digital passport can only be used in “cases determined by the government in agreement with the FSB.”
So far there is simply no list of these cases, so it is not clear how to use this digital passport. The decree gives the Cabinet of Ministers three months to create a “procedure for the use of the mobile application.”
A digital passport will also include not only a passport, but also other documents. For example, a driver’s license. But the full list of documents worthy of a digital passport will be determined again by the Cabinet of Ministers within three months.
