Winegrowers and winemakers will need to create a grape planting passport and submit it to the Ministry of Agriculture of the Russian Federation and a self-regulatory organization created for this area.

The Ministry of Agriculture will be empowered to approve the procedure for collecting data on vine plantations and maintenance of the vine plantation passport. This will allow the state to have an objective idea of ​​​​the status of such plantations in the country, their characteristics, varieties and other characteristics.

The department will establish the characteristics of the technological norms for the elaboration of wine products.

The law will enter into force on September 1, 2023, with the exception of the etiquette rule. Specifically, as of March 1, 2024, it will be mandatory to put information about the manufacturer of said products on the label and back label of wine products.

Sergei Altukhov, a member of the State Duma Committee for Economic Policy, in a comment to RG, recalled that winemaking is one of the most complex, capital-intensive and long-term agricultural sectors. “In order to obtain wine of decent quality from a planted vineyard, at least 5-6 years must pass,” the deputy noted. “Winemaking is a vivid example when one ruble of state support is returned five times, and in some places even ten times , in the form of taxes, investment, job creation”.

According to him, it is necessary to improve the legislative framework so that the industry does not lose growth momentum, increase the momentum to close all market capacity, remove imports from store shelves, replacing them with worthy examples of domestic winemaking.
