A license to purchase weapons will not be issued if the applicant’s verification shows the presence of:
danger of violating the rights and freedoms of citizens; threats to state or public security associated with the participation of a citizen of the Russian Federation in an organized criminal group; Threats that a citizen uses weapons for illegal purposes.
These checks can also be performed on weapon owners.
As one of the authors of the initiative, the head of the State Duma Committee on Information Policy, Alexander Khinshtein, explained earlier, it will be possible to appeal to the courts. According to him, the adoption of such a decision will serve the purpose of preventing crimes with the use of firearms.
“When it comes to security and saving human lives, it is better to be more vigilant,” said Vasily Piskarev, co-author of the bill, head of the State Duma Committee on Security and Anti-Corruption.
Often, the commission of crimes with the use of weapons leads to mass deaths of people, including minors, says the explanatory note.
The State Duma intends to continue working on strengthening the requirements for people wishing to purchase weapons, said Dmitry Vyatkin, a member of the State Legislation and Construction Committee. “We are strengthening control over the circulation of weapons in our territory and we intend to carry out this work in the future, as well as strengthen the requirements for those of our citizens who want to acquire these weapons,” he said. According to the deputy, it is necessary to work on the creation of a single database of people found in psychiatric records.
