Rosreestr has developed a comprehensive bill to improve land use efficiency. In general, it is proposed to follow the path of the law on the circulation of agricultural land, Butovetsky explained. “The government has established signs of non-use for them: weeds, weeds, soil damage indicators, and others, there is no such regulation for the rest of the categories, but there are abandoned industrial zones, garage cooperatives and SNT, vacant lots. And we, as the control authority, see a vacuum here. For example, the president complains that weeds and parsnips have grown on the plot, the roof of the house has collapsed, people without a fixed address have settled and he converted the territory in a dump of subjectivism. Therefore, we are preparing a bill to be presented to the government. We have an instruction from the president to implement this decision in January 2024,” he said.
By determining the criteria, it will be easier for Rosreestr employees to work with citizens. “No one has the idea to fine everyone or seize land. Redistribution of property is not a state task. Our goal is to use the land for its intended purpose,” Butovetsky stressed.
The bill assumes that the owner will receive an order to put the site in order. If you do not respond, then the state mechanisms will already be activated and it is possible to bring you to justice.
“If the owner does not want to deal with the land at all, he should think about how to get rid of it: sell it, donate it,” the representative of Rosreestr believes. “But there should be less abandoned land. Because these territories have potential, you also have to work with them.”
