Russia aims to substitute imports of non-food consumer goods – Rossiyskaya Gazeta

Alikhanov recalled that after the first wave of anti-Russian sanctions in 2014, the share of domestic products in retail chains increased significantly: from 65 to 80%. Now the task is to replace the import of non-food products. And this is more difficult, because “the non-food sector is larger, the nomenclature there is more complex and interesting,” explained the minister. According to his estimates, currently about half of the turnover of the non-food sector is imports (about 10 trillion rubles).

“That is, the volume of the market is simply gigantic, there is a lot of room for investment and we can produce a very wide range of non-food consumer goods in large volumes and with very high quality; In many areas we have seriously underutilized capabilities,” Alikhanov said. Thus, in cosmetics and perfumery, the load in the different factories ranges between 40 and 60%. Therefore, “there is room for growth,” he believes.

To increase the share of Russian products in retail trade (both online and offline), a bill has been prepared on the “Russian shelf”, according to which the share of domestically produced products in stores or in Issuance on market sites will be established.

According to Alikhanov, our products have long met the best global quality standards. And according to Roskachestvo and VTsIOM, the majority of Russian consumers would be happy to increase the proportion of Russian brands on shelves.

At the same time, not only traditional retail is important, but also online channels. In the last five years, the sector has almost quintupled to reach a turnover of more than 4 billion. And since online commerce has become an important part of the economy (marketplaces account for 15% of all commerce), it cannot exist outside the regulatory sphere.

“In our opinion, here, of course, the rights of partner sellers and owners of order delivery points should also be detailed. And I would especially like to note the need to include this segment in the system of protection against counterfeiting and counterfeiting. Now we are working on this bill together with State Duma deputies and senators,” Alikhanov said.

At the same time, he stressed that the objective of the Ministry of Industry and Commerce is not to tighten the screws, but to create transparent rules of the game. Marketplaces have much greater market power than small manufacturers or sellers. Balance is important here.
