According to Lukyantsev, the moratorium was one of the conditions for Russia’s accession to the Council of Europe.
Now everything depends on the position of those authorities who make the relevant decisions.
“At the same time, we must remember that there is a position formulated by the Constitutional Court of the Russian Federation: the moratorium is in force and must be respected and preserved,” Lukyantsev added.
Commenting on the heated discussions in society on this issue, the diplomat noted that such discussions will always be held, but it is difficult to say whether any concrete steps will be taken.
